Overview of project/role
This role leads the management of all commercial, financial and performance data relating to utilities and environmental services for the Infrastructure & Sustainability (I&S) team within Estates Management, in connection with a portfolio of circa 3000 properties.
This includes responsibility for budgeting, forecasting, statistical analysis and various statutory, external and internal report development, processing and publication. Of particular importance, the role ensures the management and ongoing development of the utilities Monitoring & Targeting system (SystemsLink software).
Consequently, the role is responsible for the accurate production of statutory and performance reports, reconciliation of utilities financial accounts, and off-charging of utilities to TfL's tenants. These activities are fundamentals to ensuring the wider financial and sustainability objectives of the Commercial Development department can be realised.
Key Accountabilities
- Direct, control, manage and coordinate the day to day operation of the I&S team processes in relation to utilities and associated expenditure under the control of Estates Management, through the efficient operation of the SystemsLink software and all related systems for invoice validation and processing, analysing, auditing and verifying utilities expenditure across the property portfolio.
- Responsible for the utilities invoicing processes, ensuring timely recovery of all applicable costs from tenants.
- Lead all I&S team internal reporting requirements, including financial (e.g. accruals), statutory, utility consumption, efficiency, recycling and other environmental performance measures to senior management on a periodic and annual basis.
- Ensure the accuracy, integrity, general management, and ongoing process enhancement, of I&S data gathering, recording and reporting, including for meter reads, billing data and other associated data sets for utilities, environmental and sustainability for the portfolio.
- Responsible for delivering the required statutory reporting for all applicable sustainability indices and outputs (e.g. Display Energy Certificates, Energy Performance Certificates, Better Buildings Partnership, and GRESB) to demonstrate industry compliance.
- Responsible for the management of the SystemsLink software, and similar platforms (e.g. PowerBI), by proactively developing and delivering the programming of new reports, including for statutory reporting (e.g. Net Zero Carbon and Display Energy Certificates), organising software upgrades, and ensure appropriate training for other TfL staff on their use.
- Assist other I&S team members and the TfL central Environmental team with increasing TfL employee engagement on sustainability issues, including improving energy performance feedback and communications via Platform and Yammer.
- Responsible for the production of valid business cases, including financial and cost-benefit analysis, for the I&S team.
- Represent the I&S team at internal and external meetings, events and seminars as required. 10. Management of the I&S Utilities team, including performance management and development.
Skills, Knowledge & Experience
Skills
- Excellent interpersonal skills, with the ability to persuade and influence staff at all levels within TfL, and externally.
- Ability to relate environmental issues to building and facilities management in the public sector organisations.
- Demonstrable ability to work under own initiative, take ownership of problems and propose innovative solutions.
- Ability to prioritise work commitments, with excellent organisational and timekeeping ability.
- High competency in the use of Microsoft Excel, including macros, pivot tables and advanced formulae, and Microsoft Access, including VBA programming and bespoke application creation.
- Proficient in the use of other Microsoft Office applications, including Word, PowerPoint, Outlook and Visio.
Knowledge
- Understanding of the utilities markets, including standard and flexible procurement strategies.
- In depth knowledge of SystemsLink automated Monitoring and Targeting software (preferred).
- Knowledge of utilities and energy metering systems for the built environment (preferred).
- Knowledge of financial management (budgeting, forecasting) and procurement in public sector organisations.
- Knowledge of current and proposed environmental legislation and initiatives, from a local and national government perspective, including Display Energy Certificates (DECs), Energy Performance Certificates (EPCs) and Building Regulations Part L.
Experience
- Budgeting, Forecasting and reporting for cost centres / projects with value of no less than £5M.
- Analysing utility consumption and related (or other business) data & reporting to all organisational levels.
- Invoice processing, accruals and other financial requirements of public sector organisations.
- Procurement of utilities and associated services in public sector organisations. Engaging stakeholders, contractors and employees at all levels on environmental issues and changing behaviour.
- Working in a FM, sustainability or environmental management or similar appropriate team.
