As Head of Marine Assets and Infrastructure you’ll have technical authority and accountability  for the technical and operational condition of all marine assets and infrastructure from an engineering perspective, including the planning and execution of maintenance, repair and upgrade schedules and programs, implementing and monitoring compliance to ensure all legislative, regulatory, industry best practice and TfL requirements are fulfilled and that the assets and infrastructure are maintained to the highest possible standards at all times.

 

In addition, you’ll have an overarching view and oversight of all maintenance delivery to ensure safe, efficient, coordinated and timely intervention in order to improve business performance.

 

 

Key Accountabilities

  • Accountable for managing engineering team and technical management of all marine assets and infrastructure (MA&I), ensuring high standards of maintenance and repair are maintained at all times.
  • Responsible for providing guidance and solutions to technical issues to ensure full technical readiness and optimum performance of all MA&I to meet the service commitments of TfL.
  • Accountable for developing Maximo to ensure it is continuously evolved in accordance with a risk based approach.
  • Manage and control technical budgets, develop / manage a 5-year maintenance and investment program encompassing maintenance, protection, upgrade, repair and renewal of marine assets and infrastructure.
  • Liaise with the key internal TfL stakeholders to ensure that the investment plan is developed, maintained and communicated as required, ensuring effective financial planning, forecasting and sustainability of MA&I.
  • Execute and commission surveys, inspections and certification in line with regulatory and non-regulatory requirements.
  • Lead and manage financial and commercial proficiency, energy efficiency project management, and emerging technologies, including cybersecurity and ship automation.
  • Be aware of current and emerging advances and their application in a marine engineering capacity, promoting the case for MA&I upgrades and/or the adoption of emerging technologies to optimise performance, environmental and cost
  • Ensure knowledge and understanding of forthcoming legislative/regulatory changes and make recommendations for impact/implementation to senior management in line with asset protection/management requirements.
  • Lead and manage external contractors, consultants and contract management across marine engineering as required.
  • Provide marine technical expertise in the event of an emergency response situation.
  • Champion a pro-active approach to TfL’s Safety Management Systems where appropriate and demonstrate safe working practices in all work activities.
  • Reduce carbon emissions and adapt to climate change

 

Skills

 

  • Evaluate complex, technical information from multiple sources making accurate conclusions and informed decisions.
  • Predict and solve operational problems with innovative solutions.
  • Manage marine technical operational and capital expenditure budgets
  • Organise and plan projects within agreed timelines, budget and standards to optimise asset and infrastructure utilisation and availability.
  • Develop and apply an understanding of marine sector economics to support well founded commercial decision making.
  • Communicate effectively and professionally with all levels within and across TfL and with external stakeholders.
  • Excellent written and oral communication skills.
  • Strong business, commercial and financial acumen.  

 

 

Knowledge

  • STCW Chief Engineer, Unlimited (III/1) or equivalent.
  • Marine asset and infrastructure construction and operation
  • Marine regulatory and non-regulatory requirements particularly passenger/freight ferry operations.
  • Technical maintenance, repair and protection of passenger/freight vessels and associated infrastructure 
  • Programmes, schedules, design, management of marine construction, refit, vessel maintenance, PMS, dry docking, upgrades, and auditing.
  • Financial strategies to manage technical budgets to successfully monitor and control maintenance, upgrade and repair costs.
  • Marine insurance stakeholder roles (broker, underwriter, surveyor) for the effective processing of marine insurance claims.
  • Marine technical expertise and knowledge during emergency response situation.
  • Processes and appropriate record keeping for risk assessment, vessel audit and inspection, and incident investigation
  • Leading and managing people, stakeholders and other organisations, including conflict resolution.

 

 

Experience

 

  • Substantial experience of working in a marine/ transport/ operational environment at a senior level.
  • Substantial experience of managing teams in a challenging operational environment
  • Leadership experience of a multidisciplinary marine engineering teams
  • Planning and management of vessel refits, major repairs and statutory inspections.
  • Planning and management of fixed and floating asset operational maintenance and repair systems
  • Marine engineering management of maritime commercial vessels, and adherence to all international/UK regulatory requirements as a ship owner/operator.
  •  Delivering change/improvement strategies and programmes for the engineering management of all assets.
