With London’s population set to hit the 10 million mark by 2030 and the millions more who visit the capital each year, keeping London moving remains a key objective if the city is to remain a world-class destination. Our job in Customer Payments is to improve the efficiency of the fares payment system (Oyster and Contactless) that enables millions of journeys every day to take place across the London transport network, whilst still maintaining a high level of customer service. We make sure that our customers can confidently make their journeys knowing that they can trust us to always charge them the right fare.

 

Our work is diverse and is fundamental to TfL’s financial sustainability, it includes:

  • Ensuring we continue to collect TfL’s c.£5bn (pre-Covid) of fares revenue each year
  • Managing, improving and procuring the Revenue Collection Contract that underpins the TfL Revenue Collection System
  • Delivering improvements and changes to the way customers pay for their travel e.g. improving the Oyster ticketing solution and Contactless payment offerings
  • Managing and developing TfL’s concessionary and free travel schemes
  • Providing fares policy advice to the Mayor
  • Predicting and monitoring demand trends

 

Overview of project/role 

 

This senior role supports the Head of Revenue Collection Contract Transformation in solving complex strategic challenges across TfL’s payments and revenue ecosystem. Initially focused on the transition from the Revenue Collection Contract (RCC) to the Integrated Revenue Collection Contract (IRCC), the role will evolve to lead future transformation programmes that will enable the future payments strategies.

The postholder will act as a strategic problem solver, delivery lead, and trusted advisor, bringing together cross-functional teams, navigating ambiguity, and driving high-impact change.

 

Key Accountabilities  

 

  • Lead the delivery of strategic transformation programmes, starting with IRCC transition.
  • Develop and implement strategies and solutions to complex, ambiguous challenges.
  • Coordinate matrixed technical and operational teams to deliver integrated outcomes.
  • Represent TfL in high-level internal and external stakeholder engagements, including industry partners and government bodies.
  • Own governance processes, including programme boards and steering groups.
  • Manage programme finances, budgets, and commercial matters in collaboration with Finance and Commercial teams.
  • Provide high-quality briefings, reports, and recommendations to senior leadership.
  • Support the Head of Transformation in shaping future transformation priorities and operating models.

 

Knowledge

 

  • Deep understanding of transformation delivery in complex organisations.
  • Knowledge of payment systems, transport revenue models, and digital innovation.
  • Awareness of TfL’s strategic priorities, governance structures, and stakeholder landscape.
  • Understanding of public sector funding, procurement, and policy development.

Experience 

 

  • Proven experience in leading complex transformation programmes in transport, payments, or public sector environments.
  • Experience working with senior stakeholders, including government, commercial partners, and technical teams.
  • Demonstrated success in strategy development, programme delivery, and change management.
  • Experience managing budgets, commercial contracts, and governance processes.
  • Familiarity with digital payments, revenue collection systems, or account-based ticketing is highly desirable.
