Overview of project/role 

Working within the Rail for London Infrastructure (RFLI) Governance team to provide the business with an asset information regime that will allow RfLI Asset Engineers and others to have a comprehensive understanding of the design, operation and integrity of their assets. 

The overall objective of the Asset Information Manager is to develop, implement and continually review and refine RfLI's asset information governance and processes to promote good practice and maintain compliance with statutory obligations. Implement best practice within RfLI with regards to the acquisition, management and organisation of asset information, and facilitate access to information to maximise its exploitation and use. 

 

Key Accountabilities  

  • Accountable for leading and developing the department’s Asset Information governance strategy which will involve setting of standards for information and data records for engineering in order to make the correct decisions to manage RfLI Asset's.  
  • Responsible for keeping abreast of legislative changes which may impact the department and amend information management practices as required in order to ensure compliance with RfLI Standards. 
  • Develop appropriate retention and disposal schedules for electronic content to ensure the information held is correct, validated and stored correctly.  
  • Ensure asset information management processes are kept up to date and reviewed regularly to ensure they are fit for purpose.  
  • Collaborate with Elizabeth line teams and networks across the department to understand and address stakeholder asset information concerns by managing providing solutions to mitigating the risk.  
  • Responsible for conducting information reviews to ensure assets are safeguarded and the appropriate controls applied in accordance with the relevant RfLI management system ( eg Procedures, Standards)  
  • Support the procurement of information technology systems and applications in order to promote continuous development as RfLI work towards business as usual (BAU). 
  • As part of the RfLI engineering risk review process advise on asset information risk and provide either mitigation or a close out solution for any risks within information to make sure risk are managed to a tolerable level. 

 

Skills, Knowledge & Experience  

Skills 

  • Ability to communicate effectively, both orally and in writing at all levels across the business and externally. 
  • Competent negotiation and influencing skills, with proven ability to manage external relationships . 
  • Ability to establish and implement metrics that measure and allow reporting of trends in Information Management compliance. 
  • Ability to build effective working relationships with all stakeholders using your management skills in respect of stakeholder expectations delivery to meet these expectations. 
  • Ability to work under pressure in a delivery focused business and to manage conflicting priorities to achieve deadlines. 
  • Works with stakeholders to identify Asset Information skills gaps and develops relevant services, training, advice or guidance proactively to meet business needs. 

Knowledge 

  • Extensive knowledge of Information Management principles, practice and standards, e.g. BS EN ISO standard for BIM - ISO19650, Asset Management BS ISO 55000 and Information Management maturity model ISO-15489-1. 
  • Understands the range and scope of core information assets and repositories and facilitating appropriate access to them. 
  • Knowledge of how asset information is used and flows across the organisation. 
  • Understands the relevant policy and legislative framework and how to achieve effective asset information handling in accordance with the relevant compliance regime. 
  • Good knowledge of railway operations in the regulated sector. 
  • Sound understanding of the business requirements for protecting information. 
  • Advance knowledge of holding, maintaining and controlling the right asset information, enabling us to understand our assets, and their performance and cost. 

Experience  

  • Extensive experience of the application of the appropriate standards and policies for handling, storing, disseminating and preserving asset information. 
  • Proven record of the application of coherent Information Management and Information Assurance (IA) techniques and processes to ensure the effective use and exploitation of information. 
  • Experience of working in complex multi-functional and matrix environments.  
  • Proven experience of exploiting opportunities for the organisation to derive maximum benefit from asset information.
