Overview of project/role

 

Logistics and Warehousing (L&W) is responsible for a range of activities within Logistics and Manufacturing (L&M) including engineering train operations and logistics, HGV operations, van fleets and Warehousing.

The Transport Manager for Haulage and Waste is responsible for leading the haulage and waste operations within L&W, which includes the movement of materials by road along with waste operations

 

Following a retirement we are looking for someone to oversee and lead the end to end management of the haulage and waste activities to meet business objectives and regulatory requirements. To ensure efficient and compliant operations while driving innovation, continuous improvement. and value for money. Providing a strong visible leadership as part of an inclusive L&W team ..

and responsible for collaborating with stakeholders pan TfL at a senior level to advocate increased road vehicle utilisation within TfL, developing service capability and overseeing improvements to local management systems/technology.

 

Key Accountabilities

 

  • Accountable for ensuring the implementation of the L&W haulage and waste strategy to enable optimum efficiency, ensure a commercial return and proactively monitor & measuring performance in partnership with key L&M stakeholders. Output is to deliver legal compliance, continuous service improvement and overall accountability of corporate targets/ objectives
  • Responsible for overseeing the management & overall performance of haulage and waste operations in accordance with specified standards through leadership, communication, coaching, training and development of Assistant Transport Managers
  • Lead in the development and delivery of a coherent Logistics & Warehousing transport service, inclusive Road and Warehousing to ensure an efficient and successful operation for customers across Transport for London
  • Oversee the planning, costing & allocation of routes/vehicles to deliver an efficient and effective operational transport service for customers.
  • Identify, clarify and confirm customer requirements and ensure that requests are turned into clear staff instructions/ safety compliant work orders to ensure delivery of customer requirements.
  • Responsible for leading a team managing the staff of several disciplines across Road Logistics (absence, training, development, performance, investigations and disciplinary actions) to achieve operational objectives/demand
  • Accountable for advocating and supporting the maintenance of systems, records and procedures to enable effective usage of vehicles and drivers whilst advocating process improvement & change to ensure L&W remain competitive 
  • Proactive management of safety performance including assisting with the completion of accident investigations and incident investigation reports. Installing, leading and maintaining a positive safety and compliance culture
  • Implement, deliver and monitor robust key performance indicators; metrics reporting and management information data for H&W internal systems and Vehicle usage to support internal/external customers & deliver on Mayoral priorities
  • Accountable for advocating and embedding the importance of a Diverse and Inclusive workforce across the Logistics Operations team to ensure the unit is complying with TfLs Vision & Values

Skills

  • Ability to manage and lead staff management to deliver a safe and compliant service that meets customer expectations
  • Ability to effectively implement legal requirements, LU policies, procedures and operational rules
  • Resource and logistical planning.
  • Finance and budget management.
  • Use of SAP; Local systems and performance enabling platforms such as PowerBi reporting
  • Ability to carry out Incident investigations; report the findings and implement effective improvement plans.
  • Highly self-motivated with ability to evaluate risks and establish effective contingency plans
  • Continual development and implementation of operational and organisational strategies, policies and practices

 

Knowledge

  • A detailed knowledge of /Road Transport related legislation, including but not limited to working time directive law - Essential
  • Knowledge of continuing professional development and driver legal requirements.Essential
  • Basic knowledge of Safety Management (IOSH Cert preferred) Essential
  • Knowledge of working in a safety critical environment Desirable
  • Knowledge of operating procedures in order to formulate solutions to issues.Essential
  • A good understanding of LU operations; support infrastructures (ie depots) and assets _ desirable
  • Good working knowledge of Excel, PowerPoint, SAP, Word and local transport management systems - Essential
  • Hold expertise in the operation of all infrastructure Service Vehicles
  • A detailed knowledge of current Road Transport related legislation, including but not limited to, tachograph and working time directive legislation. Essential
  • Understanding of Freight Operators Recognition Scheme and obligations on the employer Essential
  • A good understanding of waste management legislation in particular waste management duty of care obligations
  • Must be a qualified Transport Manager CPC Road Haulage or be willing to work towards that qualification. Desirable

 

Experience

 

  • Experience of managing a team within a complex operational environment Essential
  • Experience of engagement in a highly unionised environment, consultation/negotiation with Trade Union representatives Desirable
  • Experience of London Underground's safety and operational provisions in context of dealing effectively with operational incidents, recovery and proactively involve appropriate departments to audit Desirable
  • Experience of delivering for a large customer base of varying requirements and purposes, understanding the wider Essential
  • impact of Road Vehicles' successful performance Essential
  • Proven experience in achieving change Desirable
  • Experience in managing budgets and have good commercial knowledge within a haulage waste management environment. Essential
  • Extensive experience of working in the haulage and waste Management/Transport industry and have strong awareness of all required legislation and environmental standards desirable
  • Commercial and operational experience in haulage/ waste industry; working within an O (Operating) Licence Desirable
