Job Purpose
A key member of the Business Optimisation team within Logistics and Manufacturing (L&M) accountable for undertaking and ensuring proactive management of site facilities at Acton Works and Lillie Bridge depots. This will be in conjunction with APCD Built Environment, Security teams and 3rd Party Contractors to ensure common areas sites are maintained, remaining safe and operational for LU Staff, Contractors and visitors. Work will be delivered, in conjunction with local managers and nominated champions to ensure L&M remain within budget; that support is delivered in the most cost effective way and where applicable, maintenance work is incorporated within framework agreements to ensure robust and sustainable support and standards of delivery.
Key Accountabilities
- Support the management and renewal of APCD maintenance contracts for site services, ensuring value for money and quality
- Responsible for increase accountability of L&M managers ensuring awareness of site maintenance related risks & issues including contractual arrangements and performance measurements/tracking to drive improvement and ensure all L&M site infrastructure /assets are maintained to a high standard meeting legislative, regulatory and company standards
- Be the principal contact for facilities audits of L&M controlled areas and accountable to managing any corrective actions, expected to pro-actively communicate with all levels of the organisation to deliver priorities for L&M
- Support on-site improvement/project works impacting on shared areas and be accountable for ensuring tenants are kept informed of any work and comply with leasehold governance, from parking through to traffic movement and roadworks.
- Ensuring any maintenance work that cannot be delivered through a negotiated framework agreement is tendered with a selection of compliant suppliers within governance rules, including review tender returns & making recommendations which deliver value for money. Expected to provide SME insight to Procurement & Commercial team through tender process
- Accountable for overseeing the work of contractors working in common areas of L&M sites, ensuring that work is completed to the agreed cost, quality & time-scale in a safe/compliant manner with legislative and corporate requirements
- Accountable for managing the stakeholder relationship with Built Environment team and other key stakeholders to ensure routine requirements are identified and also contracts are varied to incorporate business need. Collaborating with others to track contractor performance and ensure agreed contract schedules are met
- Job holder is expected to work closely with all operational colleagues and also Trade Unions at a local level alongside the Health & Safety (H&S) Practitioner to develop a high performing safety culture, where all colleagues on L&M sites are accountable for ensuring reporting of incidents and due process is followed. It is the responsibility of the Sites Manager to ensure the H&S Practitioner is informed, equipped & & supported to tackle safety issues across L&M.
Skills, Knowledge & Experience
Knowledge
- An excellent understanding of management legislation, policy and strategies. An understanding of Health, Safety, Environment and Quality management systems and practices.
- A strong understanding of Facilities and building management legislation, corporate policies and HSE best practice.
- A strong understanding of the strategic management agenda in TFL, APCD and Logistics and Manufacturing Strong commercial awareness and business acumen, with the ability to apply strategic thinking to areas of control.
- Proven knowledge around provision of excellent customer service and delivering a positive customer experience.
Skills
- Good ability to influence and motivate wide variety of stakeholders while building and sustaining relationships at all levels. Good ability to examine complex problems using a range of techniques, and generate solutions that are easily understood.
- Highly developed communication skills, both orally and in writing and able to present convincing arguments for change. Proven ability to take a continuous improvement initiative from feasibility through to successful delivery, generating and maintaining business support. Ability to interpret and present statistics and other data / information to identify improvement opportunities
Experience
- Experience of providing competent site management advice, within the relevant sector / role.
- Experience of leading and delivering site and building improvement programmes and projects.
- Experience of supporting and coaching / training stakeholders to deliver their responsibilities.
- Experience of undertaking assurance activities and incident investigation.
- Experience of solving complex problems and issues.
