Within Place’s for London, The Asset Management Team has an opportunity for an assistant commercial manager to support across a range of Portfolios; providing pre and post-contract commercial requirements.

 

Asset Management has a portfolio of over 2000 assets that need to be maintained, refurbished and retro fitted. You will work with the Property Managers and Project Managers within the Arches, Retail, Offices, Car Parks and Landlord Portfolios, working with the Delivery team on specific Project Delivery from feasibility to construction. 

 

The Assistant Commercial Manager will support primarily the Commercial Managers to help support the Project Manager with all Commercial needs, particularly; procurement activities,  periodic cost reporting, finance approval processes, contract management and support with budget setting.

 

Key Accountabilities

  • Manage Pipeline for Asset Management Delivery
  • Manage Data Quality in SAP (Contract expiry Dates, savings forms, pipeline forms etc.)
  • Support in assisting with Project Estimates/Budget setting; check to ensure summaries have comprehensive cost, time, and resource documentation.
  • Support the Commercial Manager with Procurement Activities, Setting up Tender documentation, writing procurement strategies
  • Lead on small Tenders; undertaking query responses and any addendum issues, undertake cost analysis and complete sourcing justifications/Contract Award Recommendations, completing and getting the Contracts Executed
  • Support in larger tenders and over threshold tenders with the Commercial Manager
  • Support with Contract administration incl; valuations, compensation events, reviewing quotes, early warnings and variations.   
  • Support with cost reports across portfolios, ensuring accurate actual costs, cost of work done and forecasts, reflect the project programme
  • Ensure that all Approved Projects are managed in accordance with Governance
  • provide support to Commercial Managers in assisting Building surveyors and Project Managers on day-to-day activities on projects
  • Ensure that all Approved Projects are reported to Finance
  • Provide pre-contract commercial support to the Asset Management team including establishing client’s requirements and undertaking feasibility studies to help support in establishing budgets
  • provide support to commercial managers on benchmarking and estimating; continuing to revise estimates throughout the design process
  • Undertake cost exercises to support the design team and Project Managers
  • Value Engineering exercises
  • Ensure all Governance Requirements are met
  • Working with SAP

 

Knowledge

The Assistant Commercial Manager should:

  • Have knowledge of cost management activities, Cost reporting, Change Control and be able to apply them on projects
  • Be familiar with commercial management and commercial compliance
  • Be familiar with risk management and estimating and cost planning processes and techniques (Desired)
  • Be familiar with Public Procurement and has experience working in the public sector. (Desired)
  • Be familiar with related project controls, planning and programme management, construction and engineering technology, value engineering, health, safety, quality, and environmental management. Educated to degree level, or equivalent.
  • Hold a recognised commercial or cost management qualification and/or is a member of a relevant professional body, or working towards a professional qualification, ideally RICS or is qualified by recognised length of service delivering a commercial management role.
  • Hold a higher educational qualification in an Engineering/Cost discipline or equivalent or recognised length of service.

Experience

  • Background in Quantity Surveying
  • Has some experience in project cost management systems and

         controls within the Construction/Engineering Industry.

  • Experience within the rail industry desired, but not necessary
  • Experience of Public Sector Procurement  desired, but not necessary
  • Experience of SAP or similar enterprise systems desired.
  • Comprehensive experience of Excel.
