Overview of the role

TfL’s Strategy department shapes London’s future: providing strategic direction through the London Plan and the Mayor’s Transport Strategy to improve the city’s transport offer, enable its future growth and secure better health and environmental outcomes. We support our organisation by providing robust analysis, clear advice and innovative solutions over a wide range of projects.

Strategic Analysis is at the heart of TfL’s Strategy department, providing the analysis and evidence that underpins our policy and project development work. in the capital.

A core part of the team’s work is the application, maintenance and development of TfL’s suite of strategic models https://tfl.gov.uk/corporate/publications-and-reports/strategic-transport-and-land-use-models. Our models are used to assess the impact of population and employment growth, economic and behavioural change and transport schemes on multi-modal demand. They are used to identify problems that need to be addressed in pursuit of the Mayor’s Transport Strategy goals, and to test policy and transport infrastructure interventions to help TfL meet these goals.

As a modeller, you will focus on the application, maintenance and development of one or more of our strategic transport models. We are particularly seeking applicants with skills using Cube Voyager and/or Emme software packages, preferably with experience using TfL’s MoTiON and Railplan models.  The role will also include compiling and processing data to form model inputs, as well as the interpretation and presentation of model outputs to different audiences.

Key Accountabilities

 

Model Development and Maintenance:

  • Assist in the application, maintenance and development of TfL’s strategic transport models.
  • Improving the quality of our modelling tools, data sources, techniques (including data science and machine learning) and technical specifications.
  • Innovating to ensure our models and tools stay up to date and are fit for the purpose of answering the questions asked of them.
  • Assist with the provision of the specification, design, delivery, interpretation and dissemination of complex mathematical models, data and analysis to time and to budget using innovative techniques to meet emerging policy needs.

 

Provision of Evidence to Support Policy Decisions:

  • Assist in delivering projects relating to TfL's strategic transport models. Making connections between complex sets of data and models to drive understanding of transport trends and influence future policies, programmes, scheme development and multi billion pound investment decisions.
  • Provide relevant, timely, informed, innovative and high-quality business critical professional advice, data, modelling & analysis to influence strategy and investment decisions relating to the Mayor's Transport Strategy for the Strategy Leadership Team.
  • Work in matrix teams supporting project requirements.
  • Work effectively and collaboratively with stakeholders internal and external to TfL.

 

Skills

 

Essential:

  • Analytical skills, with specialist skills in transport modelling, using with Cube Voyager and/or EMME software.
  • Transport modelling and analysis principles, processes and application.
  • Communication skills, with the ability to communicate technical information in everyday language.
  • The principal sources of transport statistics and data.
  • An understanding of the relationship between data and its intended application.

Desirable:

  • Experience of using TfL’s MoTiON and Railplan models.
  • An understanding of the Department for Transport’s Transport Analysis Guidance (TAG) and its practical application.
  • Skills in activity based modelling.
  • Skills in data analysis programmes such as R and Python.
  • An ability to use machine learning in analysis.
  • Skills in GIS and the application of data visualisation.

 

Knowledge

 

Essential:

  • A first degree in a relevant discipline or a proven equivalent level of experience.
  • Very good knowledge of data required to support models & analysis.
  • An understanding of current transport policies and issues within London.
  • A knowledge of the influences on travel behaviour and of transport, health and environmental challenges.

Desirable:

  • Professional knowledge and understanding of London’s transport network.
  • An understanding of how machine learning can help organisation and departments who deal with data analytics.
  • Some understanding of the workings of large organisations and the public policy making process.
  • Some understanding of best practice approaches to transport strategy development.

 

Experience

 

Essential:

  • Experience of working on analytical / modelling studies to inform policy, strategy or scheme development.
  • Experience of the dissemination of research, modelling & analysis using reports, graphics, presentations & orally.

Desirable:

  • Experience of working with third party consultants or on consultancy side working with clients (beneficial).
  • Experience of working with modelling software either strategic models or activity based models.
  • Some experience of the public policy process.
  • Experience of undertaking work programmes to required standards, budgets and timescales.
  • Some experience of dealing with and briefing senior managers.
