Job Title: Senior Engineer - Project Engineering
Grade: Band 3
Salary: Circa £67,000 (dependent on skill, knowledge and experience)
Contract Type: TfL Permanent / Full Time / Hybrid
Location: Southwark / Stratford (plus with various onsite visits required at sites across London)

Hybrid working, within this role enables a balance of 50% of time split between the office and home over a 4-week period. Hybrid working arrangements can evolve subject to business requirements.

Overview of Role
Working in Engineering's matrix resource model, Senior Engineers are deployed across TfL’s investment programme, where they report to a Principal Project Engineer and assignment/task manage (e.g. responsible for managing day to day work) a team of Project Engineers.
Project Engineers use expertise in the field of multi-discipline engineering to:
- Analyse and resolve complex technical problems across the transport network
- Provide authoritative technical advice and guidance to senior internal and external stakeholders
- Interpret technical strategies and company policy to satisfy business requirements
- Provide functional leadership to delivery teams
- Apply commercial thinking to the development and implementation of optimised solutions
- Demonstrate comprehensive understanding of business operations and requirements in formulating recommendations
- Providing constructive challenge to deliver the right outcomes for the business.
Key Accountabilities
- Ensures the safety, functionality or compliance of high risk newly implemented or altered assets, engineering processes, procedures or systems.
- Leads the development and implementation of high complexity engineering solutions with a multi-discipline perspective, through the provision of subject matter expertise or management / coordination multi-disciplinary engineering teams.
- Provides internal and external senior stakeholders with appropriate challenge and professional advice to ensure the development or delivery of high quality, tested engineering solutions.
- Represents TfL Engineering as an engineering lead for coordinating multiple disciplines when engaging with suppliers, customers, industry bodies and external agencies, identifying and influencing best practice to enable continuous improvement across TfL.
- Acts as a representative for the highest level of Project Technical Authority (where assigned), developing and maintaining technical or functional strategies, considering cost, risk and quality requirements as specified by the business
- Specify technical competence requirements for workforce across all disciplines in their project to enable the assignment of the right people and capabilities, acting as a role model/coach to assist in the development of future engineering experts.
- Makes authoritative technical recommendations which have a high impact on organisational performance in both the short and longer term
- Evaluates, selects, and applies appropriate solutions to high risk/value/complexity engineering problems that improve efficiency or effectiveness, while improving safety and reducing operating costs.
- Leads a culture of continuous improvement using best practice, innovation, whole life cost optimisation and effective root cause analysis.
Skills, Knowledge & Experience
- Internal applicants must hold accreditation to the Project Engineering Competency Scheme R0046 at Project Engineer level, and it is desirable they hold it as Senior Project Engineer level. External applicants must demonstrably be able to achieve an accreditation as Senior Project Engineer level accreditation within probationary period.
- Proven ability to communicate, motivate & influence effectively, both orally and in writing, with people at levels up to Band 4 across the organisation and outside, including negotiating and successfully facilitating joint decision-making.
- Proven ability to analyse complex data (quantitative and qualitative), assess options, draw conclusions, produce solutions and make key decisions.
- Proven ability to manage customer expectations and deliver service to meet these expectations, managing conflicting priorities to achieve tight deadlines.
- Proven ability to manage design, design compliance and delivery assurance.
Knowledge
- Chartered Engineer, recognised international equivalent or possesses equivalent knowledge and experience
- Broad knowledge of systems engineering process with an aptitude for integrative thinking including understanding of the interfaces between disciplines within the operational network.
- Broad knowledge of applicable standards, guidance documentation, industry regulations such as ROGS and health & safety legislation.
- Broad knowledge of engineering contracts management, e.g. the New Engineering Contract (NEC).
- Awareness of the TfL Vision, Mayoral Transport Strategy, business priorities and financial constraints.
Experience
- For internal applicants, experience at Project Engineer level or acting Senior Project Engineer with demonstrably significant (approx. target 3+ years) experience at that level. For external applications, relevant equivalent experience would include technical management of multi-disciplinary engineering teams and projects.
- Extensive experience of providing engineering services to programmes or projects for a large, high risk, complex, safety focused and regulated organisation(s), where there are multiple complex interfaces and delivering to time budget and quality.
- Extensive experience in the effective control of forecasting resources, budgets and the delivery of projects to the required cost, time, and quality.
- Extensive experience of responding to and managing technical and project risks and opportunities as well understanding the need to deliver value engineering solutions.
- Extensive experience of building relationships with stakeholders and influencing a range of stakeholders within and outside of the engineering directorate and the organisation.
