Hybrid working within this role enables a balance of 50 per cent of time split between the office and home over a 4-week period. Hybrid working arrangements can evolve subject to business requirements.

 

Job Purpose

Responsible for the day-to-day resource management processes, including: headcount forecasting and role end dates; approval and implementation of requested HR changes; maintaining records of current staff allocation; managing staff recruitment/contracting through TfL Recruitment in line with the Resourcing Strategy to support delivery and functional lead requirements. Also assisting with other Resource Managers in activities like PMC & PMO Training and tasks relating to Graduates & Apprentices.

 

Key Accountabilities 

  • Support and maintain a strategic workforce plan for relevant business unit to forecast demand and supply requirements for the short, medium and longer term
  • Assist in the coordination of resourcing plans with Resource and Capability Development Managers to ensure the effective utilisation of labour and skills across various business areas
  • Managing the authorisation process for contract extensions and supporting managers in these processes
  • Administering the recruitment process for permanent and temporary staff, and providing progress updates to managers, including analysing and interpreting data relating to resource skill profiling, perm/agency ratios and cost
  • Acting as the custodian and controller of organisational charts and staff list ensuring that they are updated on a period basis
  • Assist in the identification of trends in workforce composition. Monitor metrics and key performance indicators in collaboration with the Analytics & Information Manager to enable the continuous improvement of resource management capability
  • Support the development of function-specific training needs analysis and associated development plan on behalf of the relevant Functional Lead
  • Support the management of all staff competency records to ensure compliance with the needs of TfL Governance and external regulatory requirements
  • Support the management of all associated SAP records and change approvals for the appropriate delivery area, managing organisation structure changes and maintaining accurate and consistent organisation charts
  • Administering the recruitment process on behalf of the business, providing progress updates to managers.
  • Monitor the PMC Training mailbox and respond to queries in a timely manner
  • Liaise with external Training supplier to set people up on courses and other activities
  • Support Graduate and Apprentice Sponsor with activities where required

 

Skills, Knowledge & Experience 

Skills

  • Good influencing and organisation skills to manage and embed Resource Management methodology and process in support of delivery of high risk, value and complex projects and work items
  • Specific technical skills include: Good knowledge of relevant software such as Excel and Visio
  • Attention to detail
  • Stakeholder Management

 

Knowledge

  • Academic qualification demonstrating numerical and analytical capability
  • Good knowledge of Excel and Visio
  • Understanding of the project lifecycle and the different roles required
  • Knowledge of resourcing and recruitment processes

 

Experience

  • Demonstrable experience of resource management and planning in a matrix environment
  • Experience of administering staff recruitment processes
  • Experience of using Visio for creation of org charts
  • Experience of using Excel for recording, running queries and reporting of information
  • Awareness of strategic workforce planning
