Hybrid working within this role enables a balance of 50 per cent of time split between the office and home over a 4-week period. Hybrid working arrangements can evolve subject to business requirements.

About the Role

 

Drive the timely negotiation, funding, and delivery of planning obligations that shape London’s future—making sure developers play their part in creating high‑quality, sustainable growth. This role champions TfL’s interests while unlocking development and securing real benefits for Londoners, from safer streets to healthier, more vibrant neighbourhoods. As a key player in the Section 278 (S278) team, you’ll oversee projects and funding that bring critical improvements to the TLRN to life, working closely with Delivery Businesses to ensure each development delivers its full potential.

 

Key Accountabilities

 

  • Assist with the management of a portfolio of section 278 projects, key to the growth and development of London, ensuring projects are delivered according to TfL quality standards and project management methodologies, processes, procedures, governance requirements and communication standards.
  • Engage with relevant areas of the TfL to deliver section 278 schemes, securing approvals and permits, and provide advice and guidance on project implementation.
  • Develop, produce and manage the timely and accurate reporting to meet section 278 programme objectives and ensure compliance with the relevant statutory requirements.
  • Build and manage relationships with a range of internal and external stakeholders to facilitate the smooth running of the section 278 programme to meet business objectives, including with relevant local planning authorities.
  • Manage delivery of specific projects, working closely with internal and external stakeholders to ensure alignment with business requirements and processes.
  • Ensure developers satisfy appropriate planning obligations regarding financial aspects, which includes negotiation, management and monitoring of financial contributions.

Knowledge

  • Degree in relevant discipline or other appropriate qualification or demonstrable suitable
  • experience (Essential)
  • Understanding of the section 278 process and other key legislation (Highly desirable)
  • Understanding of the legal issues associated with highway agreements, with a particular
  • focus on London (Desirable)
  • Knowledge and understanding of project and programme management methodologies and their practical application in a transport setting (Desirable)
  • Understanding of the highway scheme development process, including highway design,
  • traffic modelling and assessment, safety implications and decision making and approval processes (Highly desirable)

 

Experience

  • Experience in highway development control or traffic engineering with a particular focus on section 278 scheme management and delivery (Desirable)
  • Experience of being responsible & accountable for managing a programme of work within a large, complex organisation (Desirable)
  • Experience of building effective working relationships and ensuring effective stakeholder management with developers, local planning authorities, consultants and contractors (Desirable)
