Overview of project/role

The Project Controls Assistant is a pivotal support role within the Programme Management Office (PMO), contributing to the effective delivery of complex, high-value projects, and programmes through the provision of structured, data-driven project control services. This role operates at the intersection of planning, governance, and digital enablement, ensuring that programme data is accurate, timely, and actionable to support informed decision-making at all levels of the organisation.

 

Working under the guidance of Project Controls Managers and in collaboration with cross-functional delivery teams, the Project Controls Assistant supports the implementation and continuous improvement of programme control frameworks, tools, and processes. The role requires a proactive approach to data stewardship, stakeholder engagement, and the use of digital platforms to enhance visibility, traceability, and performance reporting across the project and programme lifecycle.

 

Key Accountabilities:

  • Programme Planning & Controls
    Support the maintenance, integration, and continuous improvement of programme schedules, cost models, and resource forecasts to ensure alignment with strategic delivery objectives.
  • Reporting, Governance & BI Development
    Lead the development and delivery of high-quality programme reporting, including dashboards, KPIs, and performance analytics using Business Intelligence (BI) tools. Ensure governance compliance through structured reporting on progress, risks, opportunities, and change control.
  • Financial & Resource Analysis
    Assist in the analysis of programme budgets, cost performance, and resource utilisation to support effective financial management and workforce planning.
  • Information & Records Management
    Maintain and enhance programme documentation, records, and data repositories, ensuring accuracy, accessibility, and compliance with PMO standards.
  • SharePoint Development & Collaboration Tools
    Develop and manage SharePoint sites and collaborative platforms to support document control, stakeholder engagement, and streamlined reporting processes.
  • Risk & Opportunity Management
    Contribute to the identification, review, and reporting of programme risks and opportunities, supporting proactive mitigation strategies and decision-making.
  • Project Controls Support
    Provide flexible, ad-hoc support across project controls functions, ensuring continuity and responsiveness to programme needs.
  • Culture, Safety & Sustainability
    Champion a positive safety culture and contribute to initiatives that promote equality, inclusion, fair employment, and environmental sustainability across the programme and its supply chain.

 

Skills, Knowledge & Experience  

Demonstrates strong influencing and stakeholder engagement capabilities to effectively embed Project Controls methodologies and processes across high-risk, high-value, and complex projects and programmes. Proven ability to drive alignment and adoption of best practices within multidisciplinary delivery environments. Specific technical skills include:

  • Information Management and Reporting (Level 2)
  • Stakeholder Management (Level 3)
  • Budgeting and Cost Management (Level 2)
  • Attention to detail (Level 3)
  • Excel (Level 3)

 

Knowledge 

  • Knowledge of and understanding of capital projects and programmes with an emphasis on Project Controls and how this supports and integrates with a wider high functioning environment.
  • Awareness of project planning, risk management, change control, and basic cost management.
  • Knowledge and understanding of planning and scheduling tools and techniques, standards, and processes in a project management setting.
  • Knowledge and understanding of project and programme management methodologies and their practical application in a Transport setting.
  • An understanding of TfL project and programme management methodologies and processes.
  • Good knowledge of various computer packages related to project management and or planning and scheduling.

 

Experience 

  • Proven experience in developing and maintaining SharePoint sites to support project and programme management functions, enabling streamlined collaboration and document control.
  • Skilled in report development and data visualisation within a BI PMO environment, leveraging tools such as Power BI and Excel to deliver actionable insights and support data-driven decision-making.
  • Demonstrated ability to adapt and monitor project controls processes across major capital projects, ensuring alignment with organisational objectives and industry best practices.
  • Strong track record of engaging with stakeholders at all levels, effectively influencing and improving processes to enhance project delivery outcomes.
  • Extensive experience working with planning and scheduling standards, tools, and techniques in capital delivery environments, ensuring robust project timelines and resource management.
  • Proficient in the use of project planning software (e.g., Primavera P6, MS Project), with a focus on schedule development, critical path analysis, and performance tracking.
