Hybrid working within this role enables a balance of 50 per cent of time split between the office and home over a 4-week period. Hybrid working arrangements can evolve subject to business requirements

 

 

About the role

It’s an exciting time in Resource and Capability Management, with our reporting and resource management system, SmartCore, we're able to drive data led decisions and offer the business an increasingly sophisticated service. 

This role is responsible for delivering efficient and effective resource management and capability development to enable people to achieve their full potential and maximise resource utilisation. You’ll be a trusted advisor to senior teams and have experience of successfully working at that level.

 

The role will be responsible for managing the directorate’s resource planning, including headcount forecasting and role end dates; managing staff recruitment/contracting through TfL Recruitment in line with TfL governance to support delivery leads, functional leads and client requirements; and staff capability development and training.

 

Key Accountabilities 

  • Develop and maintain the resource and capability business strategy across a given directorate including long term development and driving continuous improvements in resource capability across the directorate.
  • Develop and manage the resourcing planning tools to ensure all resources are mapped, flexibly and efficiently utilised to meet confirmed and future requirements enabling accurate real time decision making.
  • Develop and maintain long term capability plans including make or buy recommendations and implementations across a range of activities including leadership of bought in services.
  • Drive the engagement of SmartCore (resource and capability software) to provide insightful analysis enabling the identification of risk and opportunities and the recommendation of short, medium and long term improvement initiatives.
  • Contribute to driving and leading a positive safety culture, invested in managing and improving HSE performance.
  • Contribute to equality of opportunity, social inclusion, fair employment and environmental sustainability, creating open, inclusive and engaging environment across TfL, stakeholders, customers and supply chain

 

Skills, Knowledge & Experience 

Skills

  • Strong resource planning, forecasting, tracking and prioritising skills. (Desirable)
  • Ability to lead within a complex stakeholder environment. (Essential)
  • Strong analytical skills with the ability to analyse complex data (quantitative and qualitative), draw conclusions, and produce solutions and decisions. (Essential)
  • Proven communication, influencing skills, including negotiating and facilitating joint decision making with colleagues and stakeholders. (Essential)

 

Knowledge

  • Educated to degree level with significant business experience (Desirable)
  • Comprehensive knowledge of resource management and workforce planning (Desirable)
  • Knowledge and understanding of large scale and technically complex projects, commercial issues, legal aspects, financial control and procurement processes and techniques (Desirable)
  • Knowledge of capability planning and skills development in the short and long term (Desirable)

 

Experience

  • Providing resource and capability expertise (Desirable)
  • Influencing and providing challenge to prioritise resources and 'make or buy' strategies (Desirable)
  • Experience of working in complex multi-functional and matrix environments (Essential)
  • Resolving and escalating risks, issues and conflicts as necessary (Essential)
  • Experience of supporting a delivery environment through resource management, working with internal functions, management, external contractors and/or suppliers (Desirable)
