Overview of role
We have a great opportunity for a Depot Plant and Equipment Contracts Performance Manager to pro-actively monitor, manage and report on cost effective, efficient, customer focused maintenance services. The services relate to Depot Plant and Equipment (DP&E) and the Depot Maintenance Unit (DMU) Plant and Equipment to the TfL LU Fleet Train Maintenance depots portfolio via service partners, focusing on performance targets and service delivery of value for money services.
Key Accountabilities
- Performance Management Culture: Manage the development of a performance culture within Depot Maintenance, balancing the need for cohesion, stability and innovation to meet the department’s overall objectives and vision.
- Provide Management and reporting for all DMU related services delivered through service partners across the TfL LU Fleet Train Maintenance Depots Portfolio and pan TFL sites that support TFL’s complex operational and support businesses.
- Be point of contact for term suppliers to drive forward the standard of services provided in the most cost-effective way.
- Relationship Management: Develop sustainable positive relationships with external service partners to ensure a proactive approach to delivery.
- Manage the performance reporting processes for third party external and internal Service Providers, to establish and track the appropriate Key Performance Indicators (KPIs) and set performance criteria for service partners and monitoring performance against these throughout the year. Ensure performance reporting is accessible, accurate and timely to meet all reporting cycle timetables and deadlines.
- Quality Assurance: Responsibility for planning and carrying out regular contract compliance audits of all service providers, producing reports and recommendations as necessary.
- Control the Contracts Budget, ensuring forecast accuracy and managing timely and efficient processing of supplier payments. Co-ordinate any additional contract management related projects, including preparing Business Cases, Budget Proposals.
Skills, Knowledge, and Experience
Skills
- Well-developed negotiating and influencing skills (Essential)
- Skill in effectively, and clearly communicating complex technical concepts, orally and in writing (Essential)
- Proven ability to influence at senior level, e.g. experience of presenting business cases and reviewing performance metrics with senior management; (Essential)
- Identifying departmental goals and objectives, motivating, and managing others towards their achievement through the adoption of appropriate behaviours (Essential)
- Good analytical skills (Essential)
- Computer skills, standard office software including Word, Excel, Powerpoint etc. (Essential)
Knowledge
- CIPS certification - Level 3 or above (Desirable)
- A good knowledge of Facilities Management/Depot Maintenance performance management methods & regimes and how these can drive service and organisational performance improvement; (Desirable)
- Evaluation of trends and developments in the Facilities Management or Plant Maintenance industry and emerging best practice, recommending developments which produce greater efficiency or value for money. (Essential)
- The relevant national and international legislation pertaining to the Government/Public Sector IT – e.g. Data Protection Act, EU Procurement Directives and Freedom of Information Act. (Desirable)
- A good understanding of the commercial aspects of Contract Management impacts to Depot Management. Proven experience of performance-based contracts, how they operate and how performance is monitored and related to payment. (Essential)
- Ability to read, understand and interpret contract documents. (Essential)
- A good knowledge of TfL procurement and contracting policies and methods. (Desirable)
Experience
- Proven experience of working in a management role within the facilities Industry specifically in relation to Service Partner Management managing FM/Maintenance related contracts within a complex, multi-site organisation, ideally within the public sector experience. (Desirable)
- Proven management experience of developing a customer-focused service culture within a Depot Maintenance/FM department and enabling people development towards this objective. (Desirable)
- Proven experience of working within the facilities Industry within an audit and compliance role, driving business improvement. (Desirable)
- A strong commitment to customer care and experience of working in a customer led operation. (Desirable)
