Our Capital team owns our enhancement projects and drives our capital efficiency progress and Programme Management Office improvements. It sets engineering standards and provides engineering and asset strategy expertise to the business. Within the Chief Capital Office, we’re accountable for the safe, efficient and effective delivery of the Mayor’s Transport Strategy for Capital Delivery Systems. This includes major Capital investment across infrastructure and systems.

 

In response to a significant expansion in work, major capital investment and long‑term organisational ambition, we are creating a new senior leadership role: Director of Capital Delivery.

 

About the Role

 

As Director of Capital Delivery, you will provide strategic leadership and direction for a rapidly expanding, multi‑billion‑pound capital investment portfolio. Planned annual investment is increasing from £0.9bn to £1.7bn, spanning multiple high‑profile and technically complex programmes including, but not limited to the Bakerloo Line Extension, Thamesmead Extension, New rolling stock for the Croydon Tramlink, Piccadilly Line and DLR strengthening as well as major road and bridge improvement programmes.

 

You will be accountable for the safe, efficient and value‑for‑money delivery of capital projects and programmes, ensuring outcomes are achieved within agreed budgets and committed timescales. Safety and wellbeing will underpin everything you do, aligned to TfL’s vision of “Everyone home safely and healthy every day.”

 

As a senior leader within the Capital leadership community, you will provide strategic leadership to large, multidisciplinary teams spanning engineering, programme, project and commercial functions. You will strengthen organisational capability by building succession-ready leadership, developing bench strength and embedding sustainable talent pipelines across TfL.

 

The role plays a pivotal part in the transformation of TfL’s delivery model, driving organisational change and scaling teams to meet future capital demands. You will establish and maintain trusted relationships across the full value chain, including the Board, Executive Committee, senior functional leaders and operational teams.

 

As the Director of Capital you will act as a credible external ambassador for TfL, you will engage confidently with commercial partners, suppliers and key stakeholders. This is a high‑profile leadership position operating within a complex political, operational and public environment, requiring sound judgement, resilience and a relentless focus on effective delivery.

 

About You

 

We are looking for an inspiring, highly aspirational and credible senior leader with a proven track record who brings both delivery expertise and organisational leadership capability.

 

Essential requirements:

  • Proven experience delivering major capital projects and/or programmes, ideally valued at circa £1bn (or £0.5bn where programme complexity is particularly high). (essential)
  • Experience within the rail sector or complex transport infrastructure environment is strongly preferred.
  • A strong engineering background with broad technical understanding across complex infrastructure systems is essential (formal engineering qualifications are desirable but not essential).
  • Demonstrable project and/or programme management experience, including governance, assurance and commercial oversight. (essential)
  • Experience leading large, multidisciplinary teams, balancing competing priorities across multiple programmes. (essential)
  • Exceptional senior stakeholder management skills, with the gravitas to operate effectively with Executive Committee members, commercial partners and external stakeholders. (essential)

 

You will also bring:

  • Strong ambition and motivation, with a clear desire to progress toward Executive Committee leadership.
  • High levels of personal credibility, visibility and engagement as a leader.
  • A collaborative, inclusive leadership style aligned to TfL’s values and public service mission.

Hybrid Working

Hybrid working within this role enables a balance of 50 per cent of time split between the office and home over a 4-week period. Hybrid working arrangements can evolve subject to business requirements.
