Job Purpose
TfL is leading the development of London’s transport system and are investing millions of pounds in upgrading train services/stations, through projects like the Elizabeth line, DLR Extension to Thamesmead and new train/tram fleets. You’ll assist by providing modelling and analysis that informs Public Transport decisions across the business. You’ll use your skills to support the delivery of short, medium, and long-term projects by providing forecasts of passenger demand and customer benefits. The results from this analysis will help improve our plans for TfL’s public transport modes such as Elizabeth Line, Overground, DLR, Trams, Underground and Buses to better meet how customers want to use them. You’ll optimise services for customer journey time, service reliability, network capacity and connectivity, while taking account of value for money, operational constraints and customer priorities. Your work will help increase public transport use, making London a cleaner, greener and healthier city.
You’ll have an opportunity to work on some of our wide range of projects such as:
- Supporting the development of Elizabeth line through the addition of new trains and increased frequencies to mitigate the impacts of HS2 and maximise the passenger benefits of the investment in the new route.
- Assist with assessing the impacts of new housing developments around the Overground network and the transport mitigations required in the form of new trains/service frequency.
- Enhancing modelling tools to allow and understanding of the impact of future demand growth at stations such as Stratford.
- Develop operational plans that maximise the availability of our Croydon tram fleet.
The role will focus on the use of our strategic public transport passenger demand forecasting model known as Railplan which uses the Openpaths Emme software. Other tools and software may also be used such as agent based micro simulation Legion or in house software such as our own simulation Train Service Model as well as analysis of our extensive sources of passenger demand data.
Key Accountabilities
- Providing insights on complex strategic and operational issues such as service changes that illustrate the impact on customers and journey times.
- Integrating input from a range of professions into our models to improve their accuracy and efficiency.
- Innovating to ensure our models and tools stay up to date and are fit for the purpose of answering the questions asked of them.
- Improving the quality of our modelling tools, data sources and technical specifications.
- Helping senior business leaders make decisions on multi-million pound projects through the provision of supporting data and analysis.
- Supporting the development of others e.g. graduates, apprentices and research students.
Skills:
Essential:
- Ability to work with modelling and analysis tools to develop and run models.
- Excellent data analysis and visualisation.
- Strong written and verbal communication skills.
Desirable:
- Ability to code in at least one language such as Python, VBA, R, or similar for the purpose of data analytics.
- Ability to interpret and communicate modelling and data analysis from different information sources effectively. Using for example Excel, queries in Business Intelligence tools, GIS packages or transport modelling software.
- Data interpretation skills; ability to define, do research and present the outputs.
Knowledge:
Essential:
- Degree with highly numerical or statistical component.
- Knowledge of computer modelling, programming and data analysis techniques.
Desirable:
- Understanding of transportation planning software and models, such as those used for strategic public transport demand modelling, train service simulation or pedestrian movements.
- Knowledge of transportation analysis and forecasting techniques, including ways to predict passenger demand, on train or at station congestion and revenue/monetised passenger benefits for transportation services.
- Familiarity with the principles of Transport Planning, such as how they relate to public transportation services, reliability and performance.
- Understanding of how decisions are made and implemented, and knowledge of the process for developing a business case.
Experience:
Essential:
- Experience in modelling & analysis, ideally in transport.
- Experience of managing and delivering own prioritised work programme and responding to customer needs.
Desirable:
- Experience of communicating effectively to stakeholders to enable data led decisions.
- Experience of delivering high quality data collection, research, analysis and interpretation of data from different sources.
- Experience of participating in multiple teams.

As a fixed term contractor we can offer you a choice of pension arrangements. If you choose not to take our final salary pension scheme you will be paid an allowance on top of your salary, subject to Tax and National Insurance. We will share all the details with you at offer stage and the choice will be yours based on your circumstances. Depending on what you choose you can add up-to 14% to your salary.
