Overview of project/role 

 

As part of the Project Management Community at TfL, we are recruiting for a number of Programme Manager roles.

 

In this role you will be responsible for leading on the management of projects and programmes to meet the needs of TfL’s customers. This will be through successful management and partnership with delivery partners, principal contractors, sub-contractors, stakeholders and other third parties to deliver safely to time, quality, and budget. 

 

The roles support an agile way of working, you may be asked to support a number of different programmes across the Project Management Community.  In addition, you will be asked to support the ongoing development of the Project Management Community (PMC) providing leadership for the PMC team and your assigned Community Hub that support and promote knowledge sharing and continuous improvement in the delivery of projects.

 

Key Accountabilities

 

  •  Lead and direct the programme's delivery team comprising the programmes of work plus the programme enabling work streams for design and delivery phases, role model TfL behaviours 
  •  nsure that all safety, quality, cost, programmes and work stream targets are secured and are in accordance with agreed Capital policies and procedures, working closely with PMO and SHE team.
  • Define the programme strategy, output scope and integration requirements 
  •  Identify the required outputs, define the programmes of work and plan the execution of those plans to deliver the required outputs for each programme enabling work stream up to and including handover 
  • The plans must ensure an integrated solution to achieving the required outputs and business solutions consistent with the business objectives, the objectives of other programmes, and TfL’s obligations/objectives 
  • Agree major project / programme requirements with the Project Sponsor to ensure that TfL business objectives are met, including minimising impacts on operations during delivery 
  • Ensure there is appropriate adherence to corporate governance and that both commercial and budgetary control is effectively exercised through the effective management within each of the programmes enabling work streams and the utilisation of both commercial and financial support functions 
  • Lead and drive the effective implementation of a safety management system in the programme delivery team that results in the effective management of safety across the programme and creates the appropriate safety culture 
  • Ensure that there is appropriate management of all third parties and stakeholders affecting the delivery of the programme 
  • Ensure that accurate information is maintained relating to the delivery programme and maintain effective forecasting, cost management, risk management and project reporting on a periodic basis 
  • Accountable for driving and leading a positive safety culture within TfL projects and ensuring their team is invested in managing and improving SHE performance.

Skills, Knowledge & Experience

 

Skills  

 

  • Ability to communicate effectively (both orally and in writing) with directors and senior management internally and externally.  
  •  Ability to influence directors and senior managers internally and externally, including negotiating and successfully facilitating joint decision-making.  
  • Ability to analyse complex data (quantitative and qualitative), draw conclusions, provide appropriate solutions and make effective decisions.  
  • Ability to lead and motivate a large and professionally diverse team, where team members may or may not be managed directly and to positively drive supplier performance.
  • Ability to manage customer expectations and deliver service to meet these expectations.  
  • Ability to build effective working relations (partnering) with people at all levels across the organisation and outside.  

 

 

Knowledge  

 

  • High level of knowledge and understanding relating to contractual issues in a project environment (essential).  
  • High level of knowledge and understanding relating to legal aspects, financial control and procurement processes (essential).  
  • High level of knowledge and understanding relating to planning and project management tools and techniques (essential).  
  • Degree, or equivalent qualification in, for example, business, engineering (desirable).  
  • Deep awareness of safety related issues in an operating railway environment (desirable).  

  

Experience  

 

  •  Responsibility for the management of complex programmes of work with multi-million-pound budgets from initial scoping through to handover (essential).  
  • Considerable experience of programme management in large, complex, safety focussed and regulated organisation(s), where there are multiple complex interfaces, and delivering to time budget and quality (essential).  
  • Extensive experience of building effective relationships with, and influencing, directors, senior and middle management both inside and outside their organisation (essential).  
  • Extensive experience of leading, managing and developing a diverse team, whether under direct/indirect control, and forming these into a high performing team (essential).  
  • Managing finance, risk, assurance and control at a programme level.
