Overview of project/role
As the Built Environment Construction Supervisor your primary purpose is to supervise BE site works within APD Built Environment to ensure the all works are delivered against the plan with a key focus on safety and quality. Ensuring that site progress reports are available to provide a clear and concise narrative for APD Built Environment team with associated recommendations for resolution.
You will be the focal point for identifying and escalating issues on site to ensure issues relating to Safety, Performance and Quality standards can be resolved swiftly to support TfLs business targets, statutory and legal obligations and contractual responsibilities. You will be responsible for works progress and provide subject matter expertise on safety and 'buildability' to support the implementation of technical solutions for the benefit of TfL.
The post holder will be required to work primarily during the night shift, (23:00 to 07:00) 5 shifts per week. There is a requirement to attend a "Catch-Up" meeting with the manager at regular intervals during the day.
Key Accountabilities
- Responsible for the supervision and daily shift reporting on BE works to measure supplier performance and identify safety / quality concerns with recommendations for resolution.
- Responsible for carrying out own PGIs, actioning / closing PGI findings with suppliers, supporting Safety Hours, undertaking incident investigations (IE2), reporting and providing recommendations and for supporting the Construction Manager in implementing the Safety Improvement Plan.
- Provide advice on practical implementation of asset maintenance requirements, contractual obligations, TfL Engineering standards and current legislation associated with the works and its delivery.
- Responsible for the timely investigation, analysis and resolution of asset failures and/or improvements.
- Provide advice in relation to implementation / buildability of design works and design development.
- Effectively collaborate with key stakeholders to evaluate and interpret project requirements to ensure customer needs are met and TfL standards are adhered to.
- Accountable for the review / agreement of working proposals, safe system of works ensuring compliance with CDM Regs and other industry legislation / statutory requirements / internal standards (eg. QUENSH).
- Support works planning by providing buildability advice to identify delivery risks in BE works evaluations prior to contract award(s).
- Ensure that completed work meets customer, performance, quality and relevant Engineering Standards and own the Completion Certificate validation / sign off.
Knowledge, Skills & Experience
Knowledge:
- A ONC / NVQ / C&G or equivalent demonstrable experience in an appropriate engineering / construction discipline (Essential)
- Practical understanding of current legislation relating to the engineering discipline. A clear understanding of LU standards. A good working knowledge of Health, Safety, Environment and Quality (HSEQ) regulations and H&S legislation (essential)
- The holder of this post will be required to hold a driving license (Essential)
- Knowledge of CDM and the regulations (Essential)
- IOSH/NEBOSH certification (Desirable)
- The role holder is required to have the ability to hold and utilise the following licenses / certifications:
- Confined Space Working / Working at Height / Machine Room Awareness (Essential)
- Track Competence (Depot and Track)
Skills:
- The ability to manage a number of projects simultaneously which will be at various stages completion.
- Good investigation skills aligned to health and safety / asset condition.
- Ability to work to tight deadlines in a high pressure environment.
- Ability to work independently with limited guidance and swift understanding of complex issues and tasks.
- IT proficient (Microsoft Word, Excel,Outlook etc)
- Outstanding communication and influencing skills – both oral and written including excellent report writing.
- Excellent problem solver/able to provide well thought through solutions and establish root-causes
- Excellent team player - able to work effectively with all areas of the organisation.
- Good organisation and time management skills.
Experience:
- Experience of being part of a team to deliver to specified targets.
- Experience of managing safety and investigating safety related incidents.
- Experience of working in the track and station environment in Traffic Hours, Engineering Hours.
- Experience of evaluation of supplier bids for Premises maintenance works in conjunction with other team members.
- Experience in the process for mobilisation of site works and good practice supervision of the construction phase.
- Experience of working with multiple stakeholders both internally and externally.
- Experience in supervising maintenance contractors to meet performance standards.
- Proven experience in assisting with the recommendation and implementation of cost effective solutions.
