Surface Transport operates 24 hours per day, 7 days per week, so you need to be prepared to work outside of core office hours on an exceptional basis by mutual agreement. In these instances Time Off In Lieu (TOIL) will be applicable.

We are seeking a highly organised, proactive and diligent Asset Operations Manager to lead the delivery and oversight of interim safety measures across our structural asset portfolio. The postholder will be responsible for the structured monitoring and reporting of key safety interventions, maintaining accurate and auditable operational records, and working collaboratively with colleagues and partners to identify, assess and address emerging risks before they affect the network.

 

Job Purpose:

To provide a coordinated approach to Asset Operations' activities that interface with our structures, ensuring additional safeguards (Interim Measures) are in place and are effective across our network. 

 

Key accountabilities

  • Accountable for the monitoring and reporting of Interim Measures, Condition Inspections and representing SNO-AO on relevant Guiding Mind groups when required, working with in house teams and regional operations to implement safety measures to ensure a safe network at all times. 
  • Contribute to the identification and mitigation of operational risks related to structures, including supporting the implementation of interim measures and condition inspections. 
  • Responsible for the upkeep of the live record of all of SNO AO Interim Measures 
  • Accountable for the day to day delivery of regional operations instructed through in house teams, suppliers and contractors to provide a cost effective, responsive and resilient service meeting and exceeding departmental scorecard objectives.
  • Responsible for asserting and discharging Streets and Network Operations statutory obligations as the Highway and Traffic Signals Authority and other relevant legal duties including health and safety legislation and undertaking winter service duties.
  • Accountable for building and maintaining good working relationships with stakeholders (including Boroughs), being proactive in communications and making Transport for London easy to do business with.
  • Provide operational input into schemes and project lifecycle to ensure quality and whole life costs, taking responsibility for accepting assets into Asset Operations and managing minor works and events.
  • Responsible for promoting a culture of open communication and knowledge sharing to build asset capability and pride across the team.
  • Manage a team to build a good working knowledge of the regional network; taking a proactive attitude to managing risks, identifying commercial opportunities and be able to respond appropriately, seeking advice to enhance the customer experience.
  • Prepare for and respond where appropriate to incidents and emergencies on the network to ensure safety, minimise disruption to customers and protect the assets, including attendance, or arranging on site resources where required.
  • Provides a clear vision and direction by building high performing teams through the effective management, development and empowerment of staff, whilst role modelling the TfL Behaviours.
  • Lead, coach, and develop a high performing team by providing guidance, support and feedback.

 

Knowledge

  • Formal qualification in a related technical subject or degree standard qualification desirable
  • Chartered or Incorporated Engineer preferred
  • Good working knowledge of statutory obligations and legal frameworks (including Health and Safety legislation)
  • Understanding and experience of the principles and practice of surface asset infrastructure and management. Knowledge and experience of traffic management and traffic signals operation desirable
  • Good understanding of contract management or outsourcing arrangements including KPIs/Specific Performance Indicators (SPI's), contractual levers, relationships etc.
  • Knowledge of London Wide Surface Transport Network and TfL organisation and departments
  • Good working knowledge of one or more of Surface Transport assets and systems
  • Knowledge of political landscape in London, including Boroughs and key influencers

  • Experience of performance managing Contractors/Supply chain - achieving through others
  • Experience of delivering a high standard  24-7 operational asset management service
  • Experience of reacting and responding to events appropriately - working calmly under pressure

  • The post holder may be required to be on call as part of a duty roster
