*Hybrid working within this role enables a balance of 50 per cent of time split between the office and home over a 4-week period. Hybrid working arrangements can evolve subject to business requirements.
Overview of role

If so, we have a vacancy in our Asset Strategy team which could be for you! We are currently recruiting for Asset Strategy Managers to provide clarity of thought and direction on our most important asset challenges across our Power and Electrical, and Track asset portfolios.
We ensure the c.£1bn of investment we put into our assets every year is being done in a planned, conscious, and informed way. We operate flexibly, through a highly capable and supportive team that can turn their collective 'hand' to challenges and are known for producing high quality outputs.
As a manager in this team your role is to lead work on important issues faced by the business, primarily; setting the strategic direction and investment needs of our assets, improving asset management capability, working up options and choices, getting stakeholders on board, helping the business make decisions and ensuring impact is achieved.
The work in our team is varied, exciting and high profile; your work could include updating an asset strategy, translating strategies into short and long term plans, looking at whole life costing capability, or working with a range of stakeholders across the business to determine our future vision for data.
You'll need to be able to simplify complex issues and have strong analytical skills. You'll have a passionate drive to make things better and be comfortable working at pace with a range of stakeholders.
Key Accountabilities
• Support the development of the asset strategy and develop specific sections and sub strategies.
• Develop asset specific predictive models to inform planning of cost, performance and risk over the course of the asset life cycle.
• Influence and define asset information data sets in order to populate models and inform decisions.
• Develop and oversee long term plans for a designated sub asset type within LU.
• Collaborate and lead across the business to ensure plans are fit for purpose, are accepted by operational and technical areas.
• Ensure capital and operation expenditure are in line with the requirements of the asset strategy and plan to obtain the effective balance between whole life cost, operational and customer needs and revenue generation.
• Manage the sub asset specific inputs to the business plan in terms of cost, risk, performance, and customer experience.
• Oversee and monitor all aspects of planned works in line with deliverables as set in the asset 10-year asset master plan, reacting to areas of change in line with the overarching objectives of the plan.
• Provide input, review, and acceptance of annual maintenance plans for specific sub asset area. Actively seek cost savings and efficiencies from the asset base and from asset development programmes.
• Provide input and expertise to asset management practices, innovation, and development projects to grow the asset management maturity in the asset group.
• Translate strategic business and service requirements into clear asset strategies and plans, ensuring consideration of performance, cost, and risk.
• Lead and contribute to the ongoing development of capability frameworks, building clarity and confidence in asset strategy’s investment decision making.
• Lead and contribute to the development of important asset renewal prioritisation processes such as the Long-Term Capital Plan and business planning.
• Promote the continuous improvement of asset management processes and approaches across TfL Asset Strategy
• Engage with a broad range of stakeholders from across the business to ensure credible outcomes that are well supported.
• Produce high quality data analysis to provide evidence for presentations and reports and to support conclusions, recommendations and/or frameworks and ideas.
• Model long term capital and operational investment to inform investment plans for selected asset types.
• Produce high quality reports and presentations to evidence and build support for the project and its outputs and outcomes.

Skills

• Ability to work in a highly pressurised environment to very tight time constraints and generate high quality outputs

• Experience of simple asset modelling (desirable)
• Good commercial skills, including business case management, risk management, negotiation, and management of stakeholder agreements (desirable)
• Proven ability to define requirements for programmes of work.
• Proven ability to deliver whole life value (e.g., the balance of cost, risk, performance etc. throughout the asset lifecycle).
Knowledge
• Good understanding and application of the principles of Asset Management
• Good knowledge of the company, its physical asset base, main contractual relationships, and regulatory framework
• Understanding of customer and business strategy including the Mayor's Transport Strategy
• Working knowledge of asset investment best practice, including whole life costing/value, management of value, asset deterioration modelling and Capital Expenditure (CapEx) / Operational Expenditure (OpEx) trade-off
• Working knowledge in investment planning and value management techniques (desirable)
• IAM Foundation level (desirable)
• Good understanding of project and maintenance practices
• Understanding of the application of asset management to supply chain contracts
• Knowledge of large asset management organisations, their physical asset base, main contractual relationships, and regulatory frameworks (where appropriate).
• Understanding of the overarching TfL business strategy
Experience
• Experience of successfully managing stakeholders within a complex organisational framework
• Experience of developing and embedding good Asset Management principles
• Experience of applying asset management techniques, including investment planning for long term strategies for capital and operation investment portfolios within a transport/ construction / operational environment
• Experience of preparing and presenting reports to peers and senior management, to influence business decisions
• Experience of asset forecast modelling (desirable)
• Experience of applying the business case development process to make the case for high-value capital projects (desirable)
• Experience of managing a multi-disciplinary team drawn from multiple backgrounds / organisations (desirable)
• Ability to understand a very broad range of strategic management issues and respond in an agile way.
• Experience of developing business cases based on whole life cost principles making the case for high-value capital projects.
• Experience of delivering a prioritised work programme.
