Hybrid working within this role enables a balance of 50 per cent of time split between the office and home over a 4-week period on days to be agreed (but to include Wednesdays). Hybrid working arrangements can evolve subject to business requirements.

Job Overview 

You will be supporting an unrivalled public service that helps millions of people a day and helps drive the capital’s economy. Bringing a can-do, pragmatic approach, you’ll join a department which handles a wide range of matters from heavy-weight commercial contract advisory and procurement to large scale infrastructure projects and everything in-between.  You will also be providing legal support to the GLA and others under shared services arrangements.

 

You will provide support to the businesses by the delivery of high-quality legal advice in the areas of commercial and contract law generally and specifically in relation to procurement of goods, works and services; projects and new initiatives; grant funding agreements; financing transactions; operating concession agreements; and secondary revenue agreements.

 

You will be expected to have strong attention to detail and the ability to solve complex and ambiguous problems with suitable supervision; offer pragmatic and innovative solutions based on a thorough grounding in the applicable law and regulation; be enthusiastic when interacting with colleagues; and work together with colleagues to realise mutual aims.

 

Key Accountabilities

  • Responsible for providing effective and efficient legal support to facilitate commercial procurement, contract management and major projects and advising on general company and commercial law issues (which may include procurement, construction, intellectual property, finance and technology issues) which have a material impact on the businesses.
  • Updating and maintaining standard form documentation/guidance notes etc. and ensuring the retention and dissemination within the legal department of know-how.
  • Assisting the businesses to assess and manage legal risk.
  • Ensuring that all business is conducted in accordance with the TfL Group’s statutory powers, internal processes, and other relevant legislation and regulations.
  • Colleagues will rely on your recommendations and advice as part of their decision-making process.  As such you will play an influential role across the businesses you support.
  • You will be expected to play a positive role in your own development, taking advantage of formal and informal opportunities to learn and improve and to demonstrate that development.

What you’ll need - skills, knowledge & experience

  • Educated to degree level or equivalent (essential).  Solicitor or barrister qualified in the UK or equivalent jurisdiction with substantive post-qualification experience in the relevant field of law (essential).
  • Knowledge and experience of providing commercial law support (including knowledge of general commercial and contract law and legal aspects of commercial/project matters) (essential)
  • Experience in negotiation, drafting, legal analysis and problem resolution (with supervision) (essential).
  • Experience in the public sector or a regulated environment preferable (desirable).
  • Experience of tender processes and knowledge of public procurement law (desirable).
  • You will have some project skills, in particular developing commercial issues conceptually and problem solving without established precedent or procedure (desirable).
  • Some knowledge of the TfL Group’s businesses and of the GLA and a good understanding of and interest the transport sector (desirable).
  • Good interpersonal, written and organisational skills (essential).
