Job Purpose:
As the Built Environment Asset Manager, your primary purpose is to act as the technical authority within APD Built Environment to ensure the all assets are maintained to meet optimum availability, reliability, safety, operational and engineering standards. Ensuring that all assets and associated elements within span of control are 'fit for purpose'. Accountable for mitigating asset risks on BE Assets within span of control to improve the customer experience through meeting Safety, Performance and Quality standards to support TfLs business targets, statutory and legal obligations and contractual responsibilities.
Key Accountabilities:
- Act as the technical authority (Asset Steward) on asset risk mitigations and implement innovation for optimisation of maintenance.
- Responsible for the managing the Safety Improvement Plan. Providing evidence to ensure compliance with LU Standards and governance and preparing for annual audits.
- Analyse and interpret items for escalation in the Local Risk Register (Tactical Risk Register[s]) and associated asset mitigations (short / medium / long term resolution) including the raising of Work Order and Budget Estimate in the Asset management system.
- Responsible for identifying / implementing mitigations associated with Asset Risks.
- Responsible for producing compelling business cases for works to secure funding (Data Improvements / Efficiencies / Synergies / Research and Development etc).
- Responsible for delivering the annual Corrective Workbank and Minor Works.
- Responsible for producing technical requirements (scopes / works briefs / works information) associated with the corrective works packages identified in the Corrective WorkBank.
- Responsible for technical reviews of works proposals to ensure compliance with relevant Industry Best Practice / Legislation / TfL Engineering Standards, Procedures and Guidance.
- Responsible for the review of BE Works Safety Documentation associated with works delivery to ensure that works are delivered safely and are in line with industry best practice and TfL statutory obligations.
- Responsible for attending various meetings such as Internal BE Meetings, Asset Working Group, Civil Asset Strategies, Period Performance Reviews and Design Review(s) project meetings for resolving technical issues, CDS Creation / review, change / challenge to LU Standards (Non-Conformance / Concessions), NOWRIs, environmental and safety concerns.
- Identify constraints and provide solutions for Asset Queries to enable TfL's delivery of its maintenance obligations.
- Deputise for the Built Environment Asset Delivery Manager as required to cover day to day business requirements.
Skills, Knowledge & Experience
Skills
- Strong verbal and written communication skills (Essential).
- Ability to analyse complex data, draw conclusions, produce reports and make recommendations to senior management (Essential).
- Well developed ability to apply technical solutions in a business driven, customer focused context within defined budget limits and constraints (Essential).
- Able to work independently with limited guidance, quickly understand complex issues and tasks (Essential).
- Able to work to tight deadlines in a high pressure environment while managing conflicting priorities (Essential).
- Ability to work collaboratively with multiple stakeholders to active common business objectives (Desirable).
- Demonstrable ability to maintain update knowledge through formal and self directed learning (Essential).
Knowledge
- Academic - Degree/HND/HNC in relevant Engineering area (Civil / Structural / Construction / Building Surveying / Architecture) or similar (Essential).
- Working knowledge and understanding of Built Environment assets within competency area and technical / design reviews to TfL Standards / Procedures / Industry Best Practice (Essential).
- Working / Demonstrable knowledge of implementing asset management procedures (Desirable).
- Working / Demonstrable knowledge of implementing relevant Health, Safety and Environment legislation and best practices (Essential).
Experience
- Extensive experience in relevant engineering discipline with demonstrable experience within TfL (Essential).
- Experience of carrying out technical / design review and analysis (Essential).
- Experience of managing safety and investigating safety related incidents (Essential).
- Experience of working with multiple stakeholders both internally and externally (Desirable).
