As the Built Environment Works Support Manager you will be responsible for managing the Reactive / PPM / Corrective / Essential / Minor Works requirements on behalf of APD Built Environment to ensure performance, reliability and availability objectives. The holder of the post will be the focal point of contact between various internal and external stakeholders, ensuring that Reactive / PPM / Corrective / Essential / Minor Works work obligations are delivered to all standards and specifications and will improve reliability and availability of Built Environment Assets.

 

Key Responsibilities: 

 

  • Responsible for supporting ‘Buildability / Deliverability’ reviews associated with BE Works.
  • Facilitate / implement access plans and access applications to support works delivery (RailSys/Road Closures/RAPA etc).
  • Facilitate / Review / Accept supplier license(s) / permit(s) applications to ensure works success (Hot Works/Permit to Dig/Work at Height/Confined Space/QAF/Sub-station etc).
  • Analyse / compare works costs to ensure cost-effective delivery of the Built Environment Maintenance Delivery Programmes.
  • Prepare key documentation for pre / post construction, ensuring agreement and acceptance between all parties on.
  • Contribute / lead progress meetings as required to ensure time / cost / quality issues impacting works delivery are documented / mitigated.
  • Undertake site visits to ensure, good health, safety and environmental practices are implemented on site and work is delivered to agreed timescales.
  • Carry out site Safety Tours and PGIs, chairing Safety Hours, incident investigation (IE2), reporting and providing recommendations and for supporting the BE Manager in implementing the Safety Improvement Plan and contributing to innovations and initiatives.
  • Undertake safe system of work reviews ensuring compliance with CDM Regs and other industry legislation / statutory requirements / internal standards (eg. QUENSH).
  • Support research and development initiatives to improve reliability, reduce waste, costs and efficiencies, whilst improving reliability and availability of Built Environment assets in line with organisational objectives.
  • Deputise for the Built Environment Construction Manager as required to cover day to day business requirements.
  • Maintain a professional and pro-active working relationship with all internal / external stakeholders.
  • Utilise the AMS to track works progress through the life cycle and update work order information to reflect works undertaken.
  • Responsible for tracking / maintaining status reports on all BE works (ITT / Awarded / on site / completed / handover).
  • Provide site / works information / reports to the Construction Manager to manage, progress, highlight risks and opportunities to BE Works Programme(s) [Reactive / PPM / Corrective / Essential / Minor Works], ensuring budget and substandard issues on safety and quality are addressed.
  • Analyse / interpret fault data to trend asset issues / defect types to inform / synergise planned preventative maintenance schedules.

 

Skills, Knowledge and Experience

 

Knowledge

  • Recognised Construction / Engineering qualification or demonstrable Construction experience (Essential).
  • Formal safety qualification (e.g. NEBOSH / IOSH / SMSTS) (Desirable).
  • Demonstrable experience managing construction projects in Railway / Underground Environment (Essential).
  • Working knowledge and understanding of Built Environment assets, TfL Engineering Standards, procedures and rulebooks (Essential).
  • Working knowledge and understanding of Construction, Design and Management Regulations and other key Health, Safety and Environmental Legislation (Essential).
  • Proficient working knowledge of Asset Management Systems (e.g. Maximo) (Essential).
  • Knowledge of Planning, Coordination of resources via others and Project Management practices and tools (Desirable).

 

Skills

  • Good verbal and written communication skills (Essential).
  • Excellent organisational and planning skills (Essential).
  • IT literate with excellent working knowledge of all MS Office packages (Essential).
  • Ability to plan, implement and manage reactive issues and rectification within Service Level Agreements (Essential).
  • Ability to work independently with limited guidance and swift understanding of complex issues and tasks (Essential).
  • Ability to analyse complex data, draw conclusions, produce reports and make recommendations (Desirable).
  • Ablility to work to tight deadlines in a high pressure environment, managing conflicting priorities (Desirable).
  • Ability to work in cross functional teams and resolve conflict; able to build rapport with individuals from a variety of backgrounds (Desirable).

 

Experience

  • Experience and understanding of Built Environment assets,TfL Engineering Standards, procedures & rulebooks (Essential)
  • Experience of managing safety and investigating safety related incidents (Desirable).
  • Experience of working in the track and station environment in Traffic Hours, Engineering Hours (Essential).
  • Experience of evaluation of tender submissions for maintenance works (Desirable).
  • Experience in managing site works and good practice supervision of the construction phase (Essential).
  • Experience of working with Maximo and Reactive works (Desirable).

Additional Information:

  • This is a safety critical role
  • This role will be required to work up to 25% nights and 75% days and occasional weekends.

 

As a fixed term contractor we can offer you a choice of pension arrangements. If you choose not to take our final salary pension scheme you will be paid an allowance on top of your salary, subject to Tax and National Insurance.
