Overview of the Role
As a Capability Manager – Post‑Contract Management, you will lead the development and continuous improvement of commercial capability across TfL. Working within the P&C capability framework, you will design and enhance commercial processes, tools and guidance, ensuring they remain fit for purpose and aligned to the wider TfL commercial lifecycle.
This role is ideal for a commercially minded professional with experience in people capability, procurement and contract management, and the confidence to work across a complex organisation.

Key Responsibilities
- Lead commercial capability development across the post‑contract management function, ensuring processes, tools and guidance are aligned and consistently applied across TfL.
- Partner with stakeholders to identify capability and process improvement opportunities, turning these into sustainable solutions.
- Lead skills assessments, workforce planning and people capability initiatives that uplift commercial competence.
- Support the development of training materials, standards and guidance for commercial and contract management processes.
- Provide insights, benchmarking and best‑practice recommendations to strengthen commercial decisions across the lifecycle.
- Build strong working relationships across P&C, Commercial, Finance and wider Group Services.
- Produce and manage performance metrics and dashboards that give senior leaders visibility of capability trends and risks.
- Coach and mentor teams through knowledge sharing and commercial best practice.
- Enhance commercial awareness and capability at every stage of the contract lifecycle to support improved delivery and value.
Skills, Knowledge & Experience
Essential
- Experience in resource planning, skills assessments and people capability development.
- Strong commercial awareness with solid understanding of procurement, sourcing and contract lifecycle management.
- Ability to analyse, design and implement commercial processes and capability frameworks.
- Experience in workforce planning and capability modelling.
- Excellent communication and stakeholder management skills, with the ability to influence at senior levels.
- Strong numerical and analytical skills, using data to inform commercial and people‑related decisions.
- Knowledge of TfL, public‑sector procurement or large, complex organisations
- Understanding of the Procurement Act 2023
- Experience applying continuous improvement methodologies to commercial or people‑focused processes.
- Proven ability to build effective relationships and operate as a credible partner to senior stakeholders.
