Hybrid working within this role enables a balance of 50 per cent of time split between the office and home over a 4-week period. Hybrid working arrangements can evolve subject to business requirements.

 

 

Job Purpose

The role will support the Employee Relations Strategy team in the delivery of the policy roadmap, working closely with the ER Policy Manager to support policy development, scoping and engagement activity and providing first level policy advice to Human Resources (HR) Business Partners and senior stakeholders. This role will also support delivery of our wider employee relations strategy and approach to pay negotiations.

 

Key Accountabilities

  • Producing and monitoring a project plan identifying and tracking key milestones in the policy review process to ensure key activity is completed and the policy review process can be completed to agreed timelines
  • Contribute to research into trends and developments in employment policy outside of TfL and proposed legislative changes that may impact our people policies to help determine policy priorities
  • Support the delivery of engagement meetings with key stakeholders, including drafting of relevant material ensuring proposals are communicated and feedback can be gathered
  • Support the ER policy manager as appropriate with production of draft policy documents
  • Support the Chief People Office Projects and Implementation team in policy implementation activity, including authoring Frequently asked Questions (FAQs) and reviewing communications material
  • Supporting the creation and provision of any required reporting, data management, tracking of policy metrics, analysing and presenting relevant reports back to ER manager to help inform our approach to policy review and identify priorities
  • Providing first line policy advice to HR Business Partners and other internal stakeholders as required
  • Support the ER Strategy Manager in the preparation and delivery of pay negotiations, to include
  • Collate trade union pay submissions, providing a summary to the ER team and the wider negotiation team to inform our tactical plan and strategy for the pay negotiations
  • Contribute to research into industry pay settlements to inform our tactical plan and strategy for the pay negotiations
  • Provide administrative support to the pay negotiations as required.

Skills

 

  • Ability to gather data from a variety of sources and interpret to provide analysis to inform credible conclusions with the use of visual aids
  • Attention to detail and ensures accuracy, monitors and can review documentation and identify ways to improve its presentation
  • Understands employee lifecycle and HR policies and procedures and their application in the business and is able to communicate with a variety of audiences to ensure they are understood
  • Communication skills - highly effective written and presentation skills at all levels
  • Understands the consultation and negotiation process

 

Knowledge

  • HR policies, procedures, and processes HR developments and best practice
  • How to approach policy development and implementation in a highly complex unionised environment
  • Employment legislation and ACAS best practice
  • Working with Trade Unions in a partnership approach
  • How collective employee relations needs to be managed in a complex highly unionised environment

 

 

Experience

  • Experience of working in a large, complex and highly unionised environment with the Trade Unions
  • Experience of researching HR policy issues and providing advice and guidance to HR professionals and the business
