We set the direction for TfL, identifying and clearly setting out for internal and external audiences our ambitions for London and as a business. We drive effective decision making across the organisation informed by data and analysis, strategic thinking, and engagement to improve our city’s transport networks and guide policy.
About the Role
As Head of Strategic Analysis, you will lead a robust, evidence-based strategic modelling, analysis, and evaluation function that directly informs decision-making across TfL. Your work will shape policy and strategy, spatial planning, and major projects, including analytical input into the Mayor’s Transport Strategy and other Mayoral policies such as the London Environment Strategy.
You will be responsible for TfL’s travel demand forecasting, working with the GLA to create planning projections that inform TfL’s future planning over the next 30 years. These forecasts will influence TfL’s investment decisions and priorities. You will also oversee TfL’s world-leading suite of strategic models, ensuring consistent methodologies and best practice across the organisation.
This role includes managing a team of approximately six direct reports and a wider staff of around 50, with an operating budget of £5m per annum. You will collaborate with senior stakeholders across TfL, the Mayor’s Office, government bodies, and academic institutions to ensure TfL remains at the forefront of strategic modelling and analysis.
About You
You will be educated to degree level in a mathematical, transport, or planning-related discipline, with a professional or postgraduate qualification desirable. You will have an excellent understanding of the transport industry, transport planning methods, strategic planning models, best practice in transport modelling, strategic evaluation and surveys, geographical information systems and air quality modelling and analysis.
Your experience will include managing significant analytical budgets, delivering high-quality analytical products, and providing advice to senior stakeholders in complex, political environments. You will have a proven track record of leading teams and influencing strategic decisions through robust evidence-based analysis.
Key Skills
- Exceptional oral, written communication, presentation, and numerical skills, with the ability to present complex findings clearly to senior executives.
- Excellent technical skills in analysis, data, and modelling, with extensive experience applying evidence-based analysis.
- Strategic thinking and the ability to clarify complex issues, understanding the impact of modelling and analysis on organisational objectives.
- Ability to manage complexity and change, developing innovative technical methods to meet organisational needs.
- A credible and senior professional who can lead and motivate large, diverse teams and work effectively in partnership with others.

Hybrid Working
This role offers hybrid working, with time split 50% between office and home over a four-week period. Arrangements may evolve based on business needs.
