As our Head of Streets Performance, you will lead the operational strategy, operations and partnerships that help millions of people move around the capital every day. This is a critical leadership role at the heart of TfL Operations and central to delivering the Mayor’s Healthy Streets vision.
About the Role
You will be accountable for the performance of London’s major road network, ensuring it operates efficiently, safely and in a way that supports walking, cycling, public transport and sustainable travel. You will also lead the coordination of all roadworks on the TfL Road Network and lead a team that influences key works pan city, in addition to overseeing the expansion of world leading borough lane rental and direct the development of innovative intelligent systems that help us manage the network in real time.
Leading a team of 200+ people, this is a highly visible role that requires strong leadership, clear communication and confident decision making , with the ability to motivate and inspire a great team to deliver excellent performance. You will work closely with London’s boroughs, government partners and senior stakeholders across TfL to keep our city moving. You will act as London’s Traffic Manager and should be passionate and knowledgeable about driving down congestion, reducing roadworks, improving the bus network and overseeing all activities and requests that lie on London’s roads.
The role encompasses responsibility for the overall performance of London’s road network, ensuring it functions with maximum efficiency at all times. It involves driving reductions in delays affecting pedestrians, cyclists, freight operators and general traffic, while also improving journey time reliability and the performance of London’s bus network. A key aspect of the position is leading strategic traffic management activity, using new technologies to respond to increasing demand on the network.
The role also includes reviewing, analysing and reporting on street and network performance to enable clear, evidence‑based decision making. It oversees the development and delivery of the Surface Intelligent Transport Systems (SITS) programme and manages TfL’s strategic relationships with local authorities to ensure roadworks across London are coordinated and planned effectively. Forward planning is essential, including the coordination of all planned works and interventions on the network.
Strategic leadership is required to advance the Mayor’s Healthy Streets vision, helping make London a more welcoming and accessible place for walking, cycling and public transport use.
Additionally, it provides strategic direction for TfL’s operational modelling suite, ensuring all network interventions are properly assessed. Underpinning all of this is the need to set a clear vision for the team, role‑model TfL’s vision and values, and champion capability development and high performance.
About you
Essential criteria:
- The ideal candidate will hold a degree‑level qualification or bring extensive senior management experience within a complex operational environment, with substantial expertise in highways. This experience should encompass traffic management, signalling, roadworks and the ability to introduce innovative approaches to improve network performance.
- Strong leadership, motivational, presentation and communication skills with the ability to influence and negotiate at all levels across and outside the organisation
- A deep and practical understanding of the legislation, policy frameworks and operational processes governing London’s road network.
- The candidate should also possess extensive knowledge of the transport challenges facing London, along with the expectations and priorities of its leaders, communities and diverse user groups.
- An advanced understanding of how signal technology enables and enhances Active Traffic Management will be a key component of their technical expertise.
You will represent TfL’s vision and values with a strong track record in developing strategic partnerships with large, multifaceted organisations and politically engaged stakeholder groups, demonstrating an ability to build trust, navigate differing priorities and deliver shared outcomes. The role requires an exceptional people leader with outstanding communication and presentation abilities. Leadership and motivation of a high-performing team are key and a strong track record in improving equality, diversity and inclusion outcomes is highly desirable.
The successful candidate must be comfortable engaging with people at every level and from all backgrounds, demonstrating empathy, clarity and confidence. Sensitivity, conviction and personal drive will be crucial, particularly when working in high‑profile or challenging situations. They must be able to influence and negotiate effectively both within TfL and across external partners, using sound judgement and relationship‑building skills to achieve positive outcomes.
Clear, accessible communication is especially important, ensuring that Londoners understand changes to their streets and feel included in the city’s evolving transport landscape. Strategic thinking is fundamental candidates must be able to anticipate medium‑ and long‑term organisational needs and shape plans that support sustainable, future‑focused growth. They will also be adept at developing robust proposals and guiding them through complex governance processes, including Board approval.
Experience with modelling tools such as MatSIM, Picady, Synchro, SimTraffic or Saturn would be valuable and would support the candidate’s ability to interpret technical information and assess the impact of interventions across London’s transport network.

Hybrid Working
Hybrid working within this role enables a balance of 50 per cent of time split between the office and home over a 4-week period. Hybrid working arrangements can evolve subject to business requirements.
