Job overview

For over 160 years, Transport for London (TfL) and its predecessor organisations have kept the capital moving. Innovation has always been at the heart of our mission — from pioneering transport technologies to delivering services that support over 1.65 billion journeys each year.

Our Technology Team plays a critical role in enabling this. Whether it’s rolling out 5G connectivity across the Tube, powering real-time journey planning through the TfL Go app, or maintaining radio communications across London’s 9,000-strong bus fleet — we deliver the digital infrastructure that keeps London working, moving, and thriving.

We’re excited to launch the second year of our Product Manager Graduate Scheme, designed to develop the next generation of product leaders who will shape the future of transport technology in London.

As a Graduate Product Manager, you’ll be working at the intersection of business strategy, user experience, and technology delivery — gaining hands-on experience in one of the most dynamic roles in tech today.

You’ll help define and deliver digital products that improve the lives of millions of Londoners and TfL staff. Your work could include:

  • Shaping product vision, strategy, success metrics, and roadmaps for customer-facing and internal technology solutions.

  • Leading discovery activities to uncover user needs and business challenges, and prioritising what to build next.

  • Getting hands on developing prototypes (with the help of AI) and testing them with users.

  • Facilitating stakeholder interviews, analysing product metrics, mapping user journeys, and running ideation workshops.

  • Supporting live products by resolving issues and contributing to key technical deliveries.

  • Collaborating with designers, engineers, analysts, architects, and strategists to bring products to life.

What will I be doing?

Over two years, you’ll complete up to four placements (each lasting around 6 months) in different teams, giving you broad exposure across the Technology department and the role of a product manager. Alongside this there will be structured training and learning to help you grow in the role.

The teams you could be in working might include:

  • Digital – enhancing customer experiences across web and mobile platforms.

  • Payments – shaping the future of contactless and account-based ticketing.

  • Transport Services – improving operational tools and systems.

  • Data & Analytics – unlocking insights to drive smarter decision-making.

Your first-year placements will be pre-assigned to ensure a strong foundation. In your second year, you’ll have the flexibility to tailor your experience based on your interests, strengths, and career aspirations.

Here’s an idea of what some different placements in different teams could look like over the course of the graduate scheme:

Working in Digital Team

The Digital team is responsible for TfL’s customer-facing digital experiences across our websites and apps. In this team, you might help define and prioritise the next set of features for TfL Go, our travel app for Londoners that assists them in planning journeys and checking the TfL network status. For instance, you could conduct research to determine how to enhance features that make it easier for cyclists to navigate London and then collaborate with designers and engineers to bring these enhancements to life in TfL Go.

Working in the Payments Team

T&D Payments manage the payment and ticketing systems at TfL, undertaking a variety of high-profile programmes to improve and expand the TfL payment and ticketing system. This placement could position you as one of our Contactless Payment Product Managers. In this role, you’ll have the opportunity to engage in a wide range of projects, including:

  • Supporting the design and delivery of propositions to expand Contactless payment across the wider UK transport network.

  • Engaging with payment schemes such as Amex, Visa, and Mastercard.

  • Identifying ways to make revenue collection more efficient and cost-effective.

Additionally, you’ll have the chance to present and chair meetings with the senior leadership team, as well as attend ticketing and future payment networking events.

Working in Transport Services Team

Transport Services are responsible for the services used by our customers and operational staff. In this role, you would work on products that support many of our operational processes, which are crucial for keeping the transport system running and ensuring the safety of our staff and customers.

This could involve:

  • Digitalising key safety processes.

  • Improving systems that manage and maintain our physical assets (e.g., trains and tunnels).

  • Developing a new incident management system.

Whatever your aspirations, we’ll work with you to align your passions and enthusiasm with opportunities within the Technology department. The Product Manager Graduate Scheme will help you develop a broad foundation of product management skills, which are valuable for a wide range of roles beyond Product Management as well.

Sustainability
Sustainability is intrinsic to TfL’s work ethos, and we ensure that we operate in a sustainable way to protect and regenerate the natural world.

Where can this career take me?

Upon completion of the Product Manager Graduate Scheme, you could become a:

  • Associate Product Manager

  • Product Manager

Over time you could progress to a Senior Product Manager.

The Product Manager Graduate Scheme is designed to build a strong foundation for a career in technology, product, and business leadership — both within TfL and beyond. You’ll develop a versatile skill set that’s highly valued across industries:

  • Influence and Communication - Learn how to engage diverse stakeholders, from engineers to executives, and build consensus around product decisions. You’ll develop the confidence and clarity to communicate ideas, secure buy-in, and drive change.

  • Technology Fluency - Gain the ability to speak the language of technology. You’ll learn how to bridge the gap between technical teams and business stakeholders, translating complex concepts into actionable insights and decisions.

  • Strategic Thinking and Vision Setting - Understand how to define a compelling product vision, shape strategy, and set measurable goals. You’ll learn how to align product outcomes with organisational priorities and customer needs.

  • Planning and Delivery - Build the skills to solve complex problems, manage competing priorities, and deliver value at pace. You’ll learn how to organise work, navigate ambiguity, and lead cross-functional teams to successful outcomes.

TfL is a large and diverse organisation offering a wide range of career paths.  The breadth of experience you’ll gain through the graduate scheme opens opportunities across the Technology department and beyond. Whether you choose to specialise in product, pivot into strategy, or explore leadership roles, you’ll be well-positioned to progress over the next 5–10 years.

What training and support will you get?

Our teams will support your ongoing development, through a wide range of on-the-job practical experience and placements. We'll support your professional development through a combination of training, mentoring, and networking.

You'll also receive one-to-one guidance throughout the programme from your:

Our city. Made better by you.

TfL is a place that’s open to your ideas. Where you can make a tangible impact and see the positive results of your work on the people and places around you. It’s a place where you can thrive and achieve. Where you’re encouraged and enabled and empowered to feel pride in the work you do. The clue is in the name, really. We work together for a better London. A better place for everyone. Constantly improving and enhancing how we operate to shape a city of the future.

Inclusive recruitment process

We are committed to equality, diversity and inclusion and aim to reflect the diverse communities we serve. We believe that a diverse workforce enables us to deliver better services and outcomes. Our goal is to make our recruitment as inclusive as possible.

As a Disability Confident Leader, we actively encourage applications from disabled people. As part of the Disability Confident scheme, we aim to offer an assessment or interview to candidates who apply via the scheme where the minimum essential criteria for skills, knowledge and experience has been met. In some circumstances, it may not be practical to offer an interview or assessment to every candidate who applies through the scheme and meet the minimum essential criteria; in these situations, we select candidates who best meet the minimum criteria for the job rather than interviewing all who meet them.

Across all recruitment activity, we recognise that selection methods may vary depending on the nature and scale of the campaign and will be applied fairly, consistently and proportionately in line with our Disability Confident commitments.

In High Volume campaigns including Graduate, Apprentice and Intern recruitment the minimum criteria we set is achieving a pass mark in our first stage assessments, adopting a proportionate approach to the Disability Confident Offer an Interview scheme.

Please let us know if you require any reasonable adjustments for any stages of the application process.
