Salary: (up to) £60,500 plus excellent benefits

Hybrid working within this role enables a balance of 50 per cent of time split between the office and home over a 4-week period. Hybrid working arrangements can evolve subject to business requirements.

Job Purpose

 

This role is responsible for leading a team of Assistant Transport Enforcement and Investigations Managers and Transport Enforcement and Investigations Officers within the Central Investigations Team. You will oversee the delivery of a high-quality service that supports safe, secure, and reliable journeys by proactively tackling and preventing crime and fare evasion through effective investigations, incident support, and a strong focus on customer service. You will take full accountability for team performance, ensuring staff are well-developed, supported, and equipped to deliver the highest standards of public safety while addressing non-compliant behaviours across the network.

 

In addition, you will act as a Subject Matter Expert, providing specialist investigative advice and guidance within the Central Investigations Team. You will also contribute to operational improvement and the professionalisation of the function, ensuring all activity aligns with the wider objectives of Security, Policing and Enforcement.

 

Key Accountabilities

 

• Provide effective leadership of individuals and teams, projects and disciplines, by acting as a role model to others, leading and supporting staff through change, and advocating and demonstrating continuous improvement

• Responsibility for instilling a strong culture of safety and operational performance, empowering and enabling individuals and teams to develop and perform in a safe environment

• Ensure that all safety standards are met by establishing and promoting a strong safety culture amongst the team, sharing best practice and addressing issues of non-compliance

• Managing a diverse range of internal and external stakeholder relationships ie; Trade Union Representatives and Boroughs, ensuring matters and issues are resolved

• Liaise with local Trade Union representatives to ensure that, wherever possible, day to day issues are resolved quickly on a local basis

• Providing specialist knowledge, guidance and advice to Assistant Transport Enforcement and Investigations Managers, Transport Enforcement and Investigations Officers and Internal / External Stakeholders in matters related to enforcement / fare evasion / investigations.

• Provide development and succession planning within their team, working with other Transport Enforcement and Investigations Managers within the Central Investigations Team to enhance versatility and adaptability

• Development of operational processes, procedures and work instructions, ensuring all processes are accurately documented.  In doing so continually improve and apply methodologies to deliver efficiency.

• Provide cover for other Transport Enforcement and Investigations Managers as and when required by the Senior • Investigations Manager.

• Deputize for the Senior Investigations Manager when required.

• Any other reasonable task or activity as directed from time to time by the Senior Leadership Team.

• A good understanding of TfL's objectives and deliverables and the role the department undertakes. (Desirable)

• Detailed knowledge of relevant health and safety legislation and the safety implications of working in an operational environment (Desirable)

• Detailed knowledge of compliance and enforcement activities within the transport industry (Desirable)

• Detailed understanding of the TfL transport and road network (Desirable)

• Excellent knowledge of HR Policy and Procedures. (Desirable)

• A good understanding of social, political and environmental factors that impact the TfL network and services (Desirable)

• Strong working knowledge of the relevant legislation across all modes (including Taxi and Private Hire and fare evasion). (Desirable)

• Strong working knowledge of undertaking Criminal Investigations and court processes and procedures. (Desirable)

• Hold or be willing to work towards an accreditation in Advanced Professional Certificate in Investigative Practice (APCIP). (Essential)

 

Experience

 

• Demonstrable experience of working in an Enforcement and Investigative environment, preferably in field enforcement and compliance roles or similar. (Essential)

• Experience of managing large geographically dispersed teams. (Desirable)

• Experience of working in a highly political and unionised environment. (Desirable)

• Experience of managing staff including performance and development. (Essential)

 

Vetting Process

 

This is a position of trust, where the post holder will regularly deal with young and / or vulnerable persons, as well identifying and taking enforcement action against known offenders. Maintaining customer and public trust in TfL is priority, all applicants will be required to have access to certain policing information and systems. The role will therefore require the need to obtain and maintain Non-Police Personnel Level 1 vetting with a Counter Terrorism Check. The level vetting and frequency of vetting renewal is determined by the authorising police force and may be subject to change.
