Overview of project/role

As part of the Stakeholder Advocacy and Engagement (SAE) team, you will be at the forefront of influencing national and London-wide organisations whose support is essential to securing the funding, policy environment and partnerships needed to deliver London’s transport priorities.
We are looking for two Engagement Officers to help manage our relationships and support engagement with key strategic stakeholders. This is a unique opportunity to play a central role in building credible, long-term partnerships and cultivating support for investment in London’s transport network, shaping the future of travel in the capital.
We have three Engagement Officer roles available:
- 1 x Permanent Contract, working on the Business and Funding portfolio. This role will involve engaging with business and think tank organisations
- 1 x 12-month Fixed Term Contract, working on the Healthy Streets and Vision Zero portfolio. This role will involve engaging with road safety and active travel organisations and campaigning groups.
- 1 x 12-month Fixed Term Contract, initially working on the Equality, Diversity and Inclusion (EDI) portfolio. This role will primarily involve engaging with youth and other EDI organisations, but would also potentially work across other portfolio areas as required.
The Stakeholder Advocacy and Engagement team sits within the Communications and Corporate Affairs (CCA) Directorate at TfL. Working for one of the most recognisable brands in the world, life in CCA is fast-paced, collaborative and impactful. The directorate is well-respected across TfL and beyond, and we’re looking for someone who brings fresh ideas, creativity and curiosity to help strengthen and protect TfL’s reputation.
The SAE team shapes TfL’s relationships with a wide range of influential stakeholders, including business groups, sustainable transport organisations, active travel advocates, road safety, and accessibility and EDI representatives, plus many more. Overview of this role – Engagement Officer
Reporting into the portfolio Engagement Manager, the Engagement Officer will support strategic engagement with key strategic stakeholders and influential organisations. You will work closely with teams across TfL and with senior leaders to inform and influence the organisation’s long-term priorities and investment agenda.
Both portfolios are varied and highly strategic, with real impact on TfL’s future direction. Your work will influence TfL’s policies, programmes and future investment, ensuring that external insight and advocacy help shape some of TfL’s most significant decisions.
This role is ideal for someone who is:

Key Accountabilities
- Building and maintaining strong and productive relationships with key strategic stakeholders
- Supporting the design and delivery of targeted stakeholder engagement activities, helping to build and maintain TfL’s reputation. Enabling stakeholder input into policies and decisions, while gathering and sharing insights, including those critical ones, to support planning, policy development, and day-to-day operations.
- Planning and delivering high-impact engagement events, such as roundtables and forums, bringing together senior industry representatives, subject matter experts and TfL leadership to support engagement on strategic objectives
- Helping to secure third-party advocacy to strengthen TfL’s external communications campaigns, business planning, and support for a variety of policies and programmes.
- Working closely with Executive Committee leaders and their private offices to provide advice where needed and help facilitate senior leadership engagement with key stakeholder audiences
- Producing high-quality written briefings, speeches and correspondence and organising high-impact engagement events, often under tight deadlines

- Understanding of the political and legislative environment in which TfL operates
- Understanding of the strategic issues and priorities affecting London
- Awareness of the relationship between TfL and key influential stakeholders, the media and political decision makers
- Understanding of the Mayor’s Transport Strategy and its application across TfL
Experience
Essential
- Experience working in public/external affairs, with external stakeholders OR experience engaging with senior internal stakeholders
- Experience supporting or leading engagement with external audiences to build support
- Broad communications experience (focus on transport, business, safety or active travel desirable)
- Experience working as part of an integrated communications team
- Experience producing high-quality briefings, correspondence and/or events
- Experience in reputational management and/or issues resolution
