Job Purpose:

 

The Learning Systems Specialist will play a pivotal role in ensuring the integrity, reliability, and efficiency of learning data and competence management systems and processes that support the delivery of safety-critical training and ongoing competence for operational teams within TfL. This role involves managing, analysing, and enhancing the variety of systems used to plan and provide insight into training delivery and competency management. The role supports continuous improvement in ensuring compliance with safety standards, regulatory requirements, and organisational goals.

 

Key Responsibilities:

 

  • Deliver reliable and compliant learning data systems that support safety-critical training and competency management, ensuring effective operations and adherence to regulatory requirements.
  • Define learning system requirements by collaborating with the Operational Training and Skills Development (OTSD) team, all operational teams, and senior management to clearly understand and document learning system requirements, enabling alignment with organisational goals.
  • Deliver accurate and functional data that ensures systems operate without disruptions, fostering confidence in their reliability and effectiveness.
  • Implement updates, upgrades, and integrations in collaboration with teams and vendors to enhance system performance and meet organizational needs. • Deliver system outputs that align with organisational objectives by engaging with stakeholders to understand and address their requirements.
  • Provide effective troubleshooting, training, and documentation to ensure proper utilization of training-related IT and data systems.
  • Deliver improved systems and processes by evaluating and enhancing systems and processes to increase efficiency, reduce risks, and support organizational growth.
  • Provide assurance of regulatory compliance by ensuring all learning data systems comply with regulations, maintaining organisational credibility and avoiding regulatory breaches.
  • Provide accurate system data and insights to support smooth audit processes and demonstrate compliance. Promotes TfL values and behaviours. Owns specialist activity, continually challenges thinking, recommends and carries out improvements.

 

Skills, Knowledge and Experience

 

Knowledge:

  • Strong understanding of compliance systems and data management principles.
  • Familiarity with safety-critical environments, particularly within transport or similar industries.
  • Knowledge of regulatory requirements related to safety-critical training and competency management.

 

Skills:

  • Proficient in data systems and reporting software (e.g., Excel, Power Platform, Power BI, Sharepoint, or similar).
  • Experience of using competence management systems such as Cygnum and SAP
  • Strong problem-solving skills and attention to detail.
  • Excellent communication and stakeholder management skills.
  • Ability to train and support system users effectively.
  • Responsible for processes, systems and procedures and ensuring they are accurately completed.

 

Experience:

  • Proven experience in a data analysis role, ideally within a safety-critical or operational setting.
  • Experience managing and developing KPI dashboards.
  • Track record of working with large datasets and ensuring data accuracy.
  • Demonstrated ability to collaborate with diverse teams and stakeholders.

 

As a fixed term contractor we can offer you a choice of pension arrangements. If you choose not to take our final salary pension scheme you will be paid an allowance on top of your salary, subject to Tax and National Insurance. We will share all the details with you at offer stage and the choice will be yours based on your circumstances. Depending on what you choose you can add up-to 14% to your salary.
