We are seeking a Micromobility Insight and Delivery Manager to join a rapidly evolving and growing area of sustainable transport in the capital. The role will shape and co-ordinate the delivery of onstreet micromobility services in London and lead the charge in defining and managing the operational roadmaps required ahead of future regulation of this market. The micromobility team work at the intersection of legal frameworks, public interest, technology and infrastructure and you will play a pivotal role in defining and shaping operational roadmaps that ensure the city is ready for and smoothly transitions to future regulations.   

 

Overview of project/role 

The Micromobility Insight and Delivery Manager (MIDM) exists to support micromobility rental in London, minimizing the challenges that can be created from newer and more innovative business models and maximizing the multiple opportunities for TfL and London. This role, typically operating within a complex, fast paced and ambiguous environment will support the delivery of micromobility rental services, influencing and co-ordinating alignment to TfL’s future goals and the delivery of desired policy outcomes. Working in collaboration with an extensive network of internal and external stakeholders including London Councils, London boroughs, micromobility operators and internal TfL strategy and operational teams this role is broad and will require the MIDM to operate at strategic, operational and tactical levels to successfully deliver projects, ensuring positive future outcomes for TfL and London. 

 

Key Accountabilities  

  • Identifying areas where an evidence based approach is required and scoping and delivering experiments to meet any evidence gaps 
  • Undertaking high quality analysis and injecting innovative thinking - including market analysis, benchmarking, or managing and evaluating live trials or experiments within trials. Experiments could be operational, technological or policy driven in scope and content to inform options and decision into service design and customer experience opportunities. 
  • Informing policy positions and operational guidance documents through the aggregation of information and experience, conducting and evaluating experiments and drawing conclusions from situational reports.  
  • Monitoring, testing and evaluating new technology and other product developments from the market to determine TfL's position on application and adoption 
  • Delivering high quality reports and advice. Producing high quality compelling reports and presentations within agreed timescales, to evidence and build support for recommended changes or future policy positions.  
  • Provide high quality recommendations to senior individuals in TfL and City Hall. -(Where applicable)  
  • Identifying and making a case for funding - be it internally or searching out external funding opportunities to support innovative projects. -(Where applicable) manage the delivery of funded projects to time and budget, providing regular updates to senior management on progress – 
  • Building strong relationships internally and externally in a fast paced environment- to shape and structure key activities to ensure TfL is operationally ready to maximise future policy objectives 
  • To engage and participate in 3rd party led initiatives to ensure wider risks, opportunities and business needs have been appropriately considered 

 

Skills, Knowledge & Experience  

Skills 

  • General curiosity, openness to ideas, seeking out and listening to suggestions from others and to bringing in original or creative ideas from outside TfL. 
  •  Strong written and verbal communication and influencing skills to present convincing arguments for change, especially with limited positional or organisational power 
  • Strong core project management skills. Able to multi-task and manage conflicting priorities and multiple projects, used to working under pressure and to deadlines. 
  • Ability to be flexible, adapt to changing situations and multiple scenarios and to crucially enjoy working with ambiguity 
  •  Ability to build trust and rapport and align multiple stakeholders behind a common goal  
  • Ability to work flexibly and collaboratively across teams as required. 
  • Strong analytical tool set to produce high quality insights. 

Knowledge 

  • Degree or equivalent qualification or experience level 
  • Knowledge of transport and mobility sectors - economic, social, technological, environmental, regulatory and legal trends  
  • Knowledge of TfL operations or the major principles that can be applied from equivalent public sector organisations or large corporate 
  • Knowledge in the operation and decision-making processes of London’s transport organisations (TfL, GLA, Boroughs), the strategic needs of London, and the priorities and ambition of its leaders and population. 

Experience  

  • Experience of stakeholder management, working in a fast-moving, sensitive political environment, dealing effectively with large, high profile organisations, with complex internal relationships to build strong and collaborative partnerships 
  • Proven ability to communicate outcomes effectively to senior stakeholders - written and verbally 
  • Experience of either start ups, insight development or commercial partnerships; policy and regulatory 
  • Project management experience - driving significant and complex initiatives forward towards an agreed result and to time. 
  • Experience of live trials and their scoping and evaluation 
  • Analytical experience - evaluating and interpreting different sources of data both quantified and qualitative

Fixed term contract opportunity for 12 months 
As a fixed term contractor we can offer you a choice of pension arrangements. If you choose not to take our final salary pension scheme you will be paid an allowance on top of your salary, subject to Tax and National Insurance. We will share all the details with you at offer stage and the choice will be yours based on your circumstances. Depending on what you choose you can add up-to 14% to your salary.
