Job Purpose:

 

To lead analysis evaluating the effectiveness and impacts of multi-modal strategic transport interventions, policies & strategies using a wide range of analytical & statistical methods, multi-modal demand modelling (both traditional and activity-based), data science techniques,. This will provide the Strategic Analysis Management Team, the Strategy Leadership Team and wider business with critical & definitive business information on current travel trends, progress towards the Mayor's Strategic goals, data to inform policy decisions, future travel demand forecasts and modelling which materially affect key business decisions on TfL's strategic direction & its multi-billion pound investment programme and the strategic business case for major investments.

 

About Us:

 

You will be working within TfL’s Transport Strategy and Policy directorate within Customer & Strategy who are responsible for shaping London’s future and deliver the goals outlined in the Mayor's Transport Strategy.  Our strategic direction and analysis inform improvements to our city’s transport networks and guide policy, which in turn will enable London’s future growth, improve air quality, and promote healthy living.

The role sits within Strategic Analysis, a key department within Customer & Strategy, providing the analysis and evidence that underpins all our strategy, policy and project development work. In Strategic Analysis, you will be part of a team of around 40 people

 

Key Responsibilities:

 

  • Manage and deliver projects relating to TfL's strategic transport models (in particular the demand models (Model of Travel in London) MoTiON and (Activity-based Model of Travel in London) AB-MoTiON, making connections between complex sets of data & models to drive understanding of transport trends and influence future policies, programmes, scheme development and multi billion pound investment decisions.
  • Provide relevant, timely, informed, innovative and high-quality business critical professional advice, data, modelling & analysis to influence strategy and investment decisions relating to the Mayor's Transport Strategy for Strategy’s Leadership Team, TfL's Executive Committee), the TfL Board, the Deputy Mayor for Transport, Parliamentry Committees, Public Inquiries and other detailed examinations in public.
  • Provide the specification, design, delivery, interpretation and dissemination of updates to the MoTiON demand model, wider MoTiON suite and AB-MoTiON.
  • Work effectively & collaboratively with stakeholders inside & outside TfL & support the provision of professional advice through briefings, reports & or evidence on work areas to Chief Officers, TfL Board, Parliamentary Committees, Public Inquiry & provide information to the media and to Assembly Members in response to Mayor's Questions & the public in response to Freedom of Information requests.

Knowledge:

 

  • A first degree in a relevant discipline or a proven equivalent level of experience
  • Very good knowledge of software used in our models i.e. CUBE, Saturn, EMME, R.
  • Very good knowledge of data required to support models & analysis . Including relevant software i.e. R, Power BI, Python, GIS software.
  • Good understanding of project management and procurement processes
  • In depth understanding of current traffic and transport policies and issues within London.
  • Very good knowledge of the influences on travel behaviour and of transport, health and environmental challenges.
  • Understanding of the workings of large organisations and the public policy making process.
  • A good understanding of best practice approaches to transport strategy development.

 

Ability:

 

  • Ability to deliver large scale and complex analytical and modelling studies involving multiple stakeholders inform policy, strategy and scheme development.
  • Understanding of the public policy process and the ability to work in a political environment with politicians & stakeholders.
  • Ability undertaking complex work programmes to required standards, budgets and timescales.
  • Ability to manage contracts to deliver complex research and analytical projects.
  • Ability to representing an organisation externally to stakeholders up to at least director level.
  • Ability to deal with and briefing senior management.
