Job Overview
We are the Road Safety Strategy team, part of Insights & Direction in the Safety, Health and Environment department at TfL. We define the measurable actions that TfL and partner organisations need to take to reach our Vision Zero target of no one being killed or seriously injured on London’s Roads by 2041. We use data-led approaches to complete this work. We hold the business and partner organisations to account for actions they have agreed to and lead projects to develop bespoke, focused insights and help us reach this vision.
This policy role exists to set, assess, enable and deliver the actions which will help us to meet Vision Zero. It will require an understanding of data and trends, a willingness to consider new concepts and ideas and an ability to challenge current thinking. Policy work is often political and briefings for political and senior internal stakeholders will often be required. You will also lead direct workstreams within a pillar of the Safe System framework to help get us back on track to meet our Vision Zero goal. The team sits adjacent to teams that look after safety strategy for Public Transport Safety and Construction Safety, and there is to opportunity in future to complete pieces of work for these teams to broaden your understanding of our strategy.
This role provides an exciting opportunity to make a positive impact and truly shape the future direction of safety, health and environment at TfL and ultimately across London.
Key Accountabilities
- Support the vision, strategy and priorities for Safe Streets (focus on top risks and issues to achieving our Safety and wider outcomes) across TfL, including target setting. Take the lead on large workstreams, managing these to ensure they form a joined-up part of the coherent whole. Work with the business and SMEs to develop this.
- Support the Senior Strategy Manager in setting safety policy for this area. Take the lead on workstreams within a theme, writing and developing content, securing agreement from business and SME stakeholders and arranging update on or upload to the SHE Management System portal.
- Develop robust evidence bases to support interventions to deliver the vision for their workstreams and sub-themes. Work with the Data & Insight team and wider inputs to ensure these are robust and sustainable.
- Carry out delivery planning of interventions to establish clear action plans to move the organisation towards the vision.
- Plan, conduct and monitor trials to identify new ways of driving improved performance, working with third parties as needed to drive this. Support the Senior Strategy Manager to do this and lead workstreams within the broader theme
- Take part in best practice sharing sessions with peers in external agencies or companies and use these to delivery planning within TfL. Share experience of interventions TfL has delivered to drive safety across London and beyond.
- Establish measures to monitor performance. Establish targets and monitor performance against them, challenging colleagues where targets are missed.
- Respond to consultations and participate in external policy making forums to ensure TfL’s voice is heard.
- Be a champion and advocate for safety, health & environment in everything you do, role modelling what it means to make SHE personal.
Knowledge
- Good understanding of Mayor's Transport Strategy and TfL's business priorities (Desirable)
- Good knowledge of how to form strategy and progress it into action in a complex organisation (Essential)
- Good understanding of TfL street design policy (Highly desirable)
- Some understanding of the political framework in which TfL operates (Desirable)
- Good understanding of engineering, operational and business management requirements in a safety critical environment (Desirable)
Skills

Experience
- Proven experience of setting visions and ambitions in large complex organisation (Desirable)
- Experience in operating at a senior level and influencing director discussions around the shape of the business. (Desirable)
