Overview of project/role

This role exists to set the Safety strategy and vision for TfL for customer safety). It will do this using robust data and insight, including risk modelling information, to identify priorities and action plans to drive consistently improving safety performance. It will ensure external best practice is factored into delivery plans and make sure that plans are clearly communicated within the directorate. As a senior leader at TfL, this role must contribute to TfL’s financial savings targets by looking to make cost savings in delivery wherever possible.

 

Key Accountabilities

  • Lead the setting of the vision, strategy and priorities for a theme of Safety across TfL, including target setting. Ensure these are clear and coherent and focus on key risk areas for TfL and reflect feedback from the business and SMEs.
  • Lead the setting of safety policy for this area. Ensure this is reflected in the SHE management systems and works for all areas of TfL.
  • Lead the development of robust evidence bases to support interventions to deliver the vision. Work with the Data & Insight team to ensure these are robust and sustainable.
  • Lead the delivery planning of interventions to establish clear action plans to move the organisation towards the vision.
  • Lead the planning, conducting and monitoring of trials to identify new ways of driving improved performance, working with third parties as needed to drive this.
  • Partner with external agencies and networks to identify best practice interventions and reflect these back into TfL. Share TfL's experiences externally to drive improved safety across London and beyond.
  • Establish frameworks and measures to monitor performance, including influencing the TfL scorecard where appropriate. Establish targets and monitor performance against them, challenging where targets are missed.
  • Undertake horizon scanning externally to identify legislative or government policy changes before they hit. Ensure these are factored into strategies and delivery plans.
  • Build relationships with external policy makers and legislators to influence policy changes in pursuit of our objectives
  • Be a role model for diversity and inclusion, driving change within the function and influencing to positively affect the whole directorate and beyond.
  • Lead staff and build a culture of coaching and development across the team, ensuring the development of staff succession plans, identification of skills needs and securing of appropriate training and development. Ensure the right behaviours cascade within the team.

  • The ability to develop credibility and influence stakeholders
  • Good leadership skills to manage, motivate and develop staff
  • Strong collaboration skills, including working across organisational boundaries
  • Well-developed skills in setting policy frameworks
  • Good ability to understand performance data and trends and translate this into priorities
  • Strong ability to initiate and effect business and behaviour change design
  • Strong ability to work in a highly pressurised environment to very tight time constraints and high quality
  • Excellent written, verbal and presentation skills, with a proven ability to write strategic and analytical reports

 

Knowledge:

  • In depth understanding of Mayor's Transport Strategy and TfL's business priorities
  • Good knowledge of how to form strategy and progress it into action in a complex organisation Good understanding of the political framework in which TfL operates
  • Strong knowledge of TfL’s SHE Management system
  • Good understanding of engineering, operational and business management requirements in a safety critical environment

 

Experience:

  • Experience in a management role, leading, developing and motivating staff
  • Significant experience of setting visions and ambitions in large complex organisations
  • Experience in operating at a senior level and influencing director discussions around the shape of the business.
