About the role

The Public Transport Service Planning department drives the development of London's public transport services. Our role is to plan the rail, bus and London Underground networks, to optimise services for customer journey time, service reliability, network capacity and connectivity, taking account of value for money, and delivering the objectives of the Mayor’s Transport Strategy.

We have vacancies for Transport Planners across our Public Transport Service Planning teams, including Train Service Planning, Bus Service Planning, Rail Development and London Underground Development teams. These are challenging roles in which you will use your analytical, problem solving and communication skills to draw conclusions from demand, cost and performance data and support the development of our services.

 

We are responsible for:

  1. Developing service plans, strategies and policies for Public Transport in London
  2. Developing achievable proposals for short, medium and long term service changes, upgrades and renewals to the network, supported by strong business cases, and with stakeholder support.  We seek to maximise the benefits to customers from the capability of the railway within operational and affordability constraints.
  3. Assisting in the development of Service Planning analytical and reporting capabilities to better understand operational performance, environmental impact and passenger demand, through development and research of new analytical tools, techniques and performance indicators.
  4. Researching and refreshing our planning assumptions and reflecting our findings in analyses and business cases; deploying data science, programming and mapping techniques to draw conclusions from data sources such as ticketing and train performance data.
  5. Understanding and delivering for passengers is at the centre of our thinking: where, when, how and why are passengers travelling, how long do their journeys take, and how is this affected by changes to the network’s infrastructure and performance

 

 

Key accountabilities

  • Assist in the development of strategies, policies and service planning for Public Transport in line with the Mayor’s Transport Strategy (MTS), and best practice, guidance and legislation to ensure TfL's strategic objectives are met
  • Support the provision of Public Transport Service Planning input into TfL wide policy, in particular in relation to revisions to the MTS, transport modelling, appraisal, land use planning and influence funding opportunities to ensure appropriate transport provision
  • Undertake detailed analysis of feasibility, costing, passenger benefit evaluation and performance impact of service change proposals, including appropriate modelling and business case development to deliver value for money
  • Assist in building and securing stakeholder support for service changes and projects across and outside the business to ensure deliverability
  • Support the development of capability to analyse and forecast operational service performance and demand in order to optimise strategies and plans, ensuring the customer is put at the heart of decision making through customer focused benefits analysis and metrics.
  • Maintain appropriate statistical series and access to operational data, and consider requests for new statistics to enable effective data led decision making
  • Support senior staff in providing appropriate responses to external enquiries and consultations.
  • Support input into the development of the TfL Business Plan and budget setting process to ensure cost effective provision.
  • Monitor and review the impact of selected service changes on TfL's customers and on TfL's delivery of its strategic objectives including value for money, customer journey time, reliability, capacity and connectivity and improve efficiency.
  • Manage as appropriate smaller programme of works (or assist in larger) to deliver plans, obtaining governance approvals

Knowledge

  • A degree in a relevant discipline or equivalent experience
  • Knowledge of Transport Planning principles and application, for example transport economics, service planning, business case analysis and policy development, environmental appraisal, franchise specification or regulatory issues
  • Knowledge of public transport issues in general, the structure of the public transport industry and the characteristics of the London travel market
  • Understanding of the range of modelling and analytical techniques used in Transport Planning, and the ability to direct their use appropriately.
  • Broad knowledge of emerging best practice in public transport operations, governance and powers * Knowledge of service performance metrics

 

Skills

  • Ability to prepare plans to tight timescales
  • Strong influencing and negotiating skills
  • Strong written and verbal communications skills
  • Strong analytical skills in appraising service changes through business case development
  • Data collection and analysis skills with the ability to research and interpret the outputs using advanced analytical tools

 

Experience

  • Experience in analysing and interpreting numerical data and information sources and communicating them
  • Experience in regional or project planning or business cases
  • Experience of defining and prioritising resource needs, and planning accordingly
  • Experience of participating in multiple teams and negotiating with others
