Job Purpose:

 

To provide leadership in the execution of TfL's responsibilities as defined in the Road Tunnel Safety Regulations 2007, specifically regarding the duties of the named 'tunnel manager'. The Road Tunnel Manager provides whole-life focus on the safety, maintainability and operability of road tunnels; ensuring TfL's operating duties and obligations are fulfilled in consultation with all relevant stakeholders. The post holder applies extensive expertise in the field of Road Tunnel Management, providing authoritative technical and functional leadership along with advice and expertise to senior leaders with the objective of keeping TfL's Road Tunnels safe for all users.

 

Key Responsibilities:

 

  • Accountable for discharge of quoted duties as set out in the Road Tunnel Safety Regulations (RTSR) 2007, providing objective, expert advice on the safe operational of Road Tunnels for all tunnel users.
  • Provides clear vision, direction and role models TfL Vision and Values to develop the required tunnel management capabilities in SNO, championing the development of people and high performance across the value chain.
  • Accountable for ensuring safety documentation, including Minimum Operating Requirements for Road Tunnels are maintained and are appropriately applied in practice.
  • Responsible for promoting a culture of open communication and knowledge sharing to build road tunnel management capability and pride across the organisation.
  • Provides expert guidance to inform the need for and monitoring of tunnel safety performance measures, identifying where there is scope for continuous improvement.
  • Accountable for review of all serious incidents in Road Tunnels, influencing owners from across TfL to complete actions to protect TfL's reputation and producing a report within 1 month of the incident happening.
  • Accountable for ensuring effective handover and hand-back of tunnel assets as an outcome of maintenance interventions, work completed after an incident or projects.
  • Provide support in the execution of and audit of emergency exercises for tunnel staff and emergency services including production of relevant outcome reports to protect TfL's reputation and ensure compliance with RTSR 2007.

Knowledge:

 

  • Educated to degree standard or equivalent.
  • Formal qualification in a related technical subject desireable. Chartered or Incorporated Engineer preferred.
  • Good working knowledge of statutory obligations and legal frameworks (including Health and Safety legislation)
  • An excellent understanding of the principles and practice of infrastructure asset management and maintenance of Road Tunnels.
  • Excellent understanding of contract management or outsourcing arrangements including KPIs/Specific Performance Indicators, contractual levers, relationships etc. (Desired)
  • An excellent understanding of the management and operation of a road network to meet transport policy objectives.
  • Significant knowledge of applicable health and safety legislation, industry best practice, standards and guidance.
  • Broad knowledge of the TfL Vision and Values, Mayoral Transport Strategy, Business priorities and constraints.

 

Experience:

 

  • Experience from acting as a Road Tunnel Manager on one or more significant tunnels, preferably within the UK or EU, or performing a similar role in a different but tunnel or safety operations related environment. (Essential)
  • Experience of multi-agency incident response planning and interventions and engaging with senior representatives across emergency services and interal / external stakeholders. (Preferred)
  • Experience of maintaining excellent relationships and liaison with team members, customers and key stakeholders. (Preferred)
  • Experience of working in a matrix management environment, creating win-win scenarios and building cross-organisational processes to make teams more productive and efficient. (Essential)
