Job Purpose:

 

The post holder is responsible for the coordination, assessment and control of utility and highway works on the Transport for London Road Network (TLRN), and the mitigation of works on the Strategic Road Network (SRN). The post holder is expected to develop and implement innovative solutions to mitigate disruption caused by road works and build relationships with works promoters and partner groups to minimize inconvenience caused to all highway users, including those choosing to walk, cycle or use a bus, in order to achieve the objectives of the Mayor's Transport Strategy.

Key Responsibilities:

 

  • Make informed and effective decisions taking into account specialist assessments of the impacts and timings of relevant works, and the traffic management plans provided by works promoters.
  • Represent TfL’s interests with London Boroughs and work promoters to support the Mayor’s Transport Strategy/Healthy Streets objectives to ensure that the impact of works on bus, cycle and pedestrian sensitive locations is minimised.
  • Assist in building and maintaining effective working relationships with utility companies, internal and external contractors, stakeholders and other highway authorities.
  • Ensure works assessment applications are assessed, reviewed and where appropriate permits issued with the necessary conditions.
  • Engage with Network Performance Delivery for any works in proximity to a signalised junction, where temporary signals are required or other high impact works (such as road closures etc.)
  • Assess and mitigate relevant works not involving a permanent change to the structure on strategic networks. Assist in resolving non-compliances and performance issues
  • Advising line manager on high impact works to support strategic decision making across the network.
  • Deputising for line managers when required and supporting other members of the team.
  • Ensure a consistent, coordinated approach is applied to the control of all works on the network.
  • Respond to and mitigate emergency works situations and adjusting permit conditions as necessary through negotiation with works promoters.
  • Provide rota-based coverage of emergency situations, including out of hours site visits as necessary.

Knowledge:

 

  • Degree and / or equivalent professional qualification and / or significant work experience.
  • Chartered engineered (desirable).
  • Good understanding of the Traffic Management Act, NRSWA, and the London Permit Scheme.
  • Expert understanding of the role of permitting and statutory roles and responsibilities within local authorities.
  • Good knowledge of traffic management.

 

Experience:

 

  • Experience of highway maintenance and improvement activities and street works operations.
  • Experience of successfully managing conflicting priorities.

Hybrid working within this role enables a balance of 50 per cent of time split between the office and home over a 4 week period. Hybrid working arrangements can evolve subject to business requirements.
