Job Purpose
The Purpose of the Accreditation and Learning Services Manager role is to ensure that qualifications, certifications, and training programs within TfL/LU are developed, maintained, and delivered to meet industry standards, regulatory requirements, and organisational goals.
This role is pivotal to enabling the support functions and training delivery activities to ensure consistency, credibility and effectiveness of training, accreditation and certification across Operational Training and Skills Development (OTSD).
Key Accountabilities
- Work with OTSD delivery areas and Operations to define qualification requirements that adhere to Office for Rail and Road (ORR), Railways and Other Guided Transport Systems regulations (ROGS) and regulatory bodies to ensure compliance.
- Responsible for the strategic oversight of qualifications including the management of the lifecycle of qualifications, from development to review and retirement, ensuring alignment with business needs and industry trends.
- Ensure all qualifications meet the standards set by awarding bodies, accreditation agencies, and relevant regulatory frameworks to ensure the credibility of training and minimising reputational risk.
- Line management of the apprentice unit assessors, driving a collaborative team culture, an environment of continuous learning and a high performing and inclusive place to work.
- Collaborate with internal departments, external partners, and awarding bodies to ensure qualifications are relevant and effectively delivered.
- Work in partnership with the Quality Improvement Manager to monitor learner outcomes and feedback to drive enhancements in qualification content and delivery methods.
- Collaborate with Cross-Functional Teams, work closely with other departments, such as Asset Performance Directorate (APD) and Customer Operations, to address qualification challenges and ensure seamless integration.
- Ensure all qualification activities are thoroughly documented and records are maintained in accordance with regulatory requirements.
- Responsible for funding & levy management & Individual Learner Records (ILR) submissions schedule for the Apprenticeship Unit including leading the appropriate allocation of levy in compliance with Department for Education (DfE) funding regulations.
- Lead the procurement and finance activity across OTSD, providing critical analysis of financial performance and risks and compliance against commissioning principles, escalating, and reporting accordingly to Senior Leaders.
- Responsible for supporting OTSD delivery teams with internal quality verification activities, finance and contract oversight and invigilation services.
Knowledge, Skills and Experience
Knowledge:
- Recognised teaching qualification or equivalent
- Expert knowledge in quality improvement principles including self-assessment and continuous improvement.
- Expert knowledge of the strategic development of qualifications, accreditations and certification, including apprenticeships.
- Good understanding of apprenticeship frameworks and standards, their qualifications and structure
- Excellent knowledge of funding streams and compliance to funding requirements for the delivery of Apprenticeships.
- Excellent knowledge and understanding of financial appraisal, project budgeting, procurement processes.
- Good knowledge of auditing principles within Training, DfE and Ofsted requirements and regulatory bodies
- Expert knowledge of the Ofsted inspection framework, DfE regulations and teaching standards.
- Demonstrable commitment and track record of staying current with sector developments and Continuing Professional Development (CPD) in teaching and learning.
Skills:
- Strong verbal and written communication skills to convey information clearly and effectively.
- Ability to lead and motivate a team, manage conflicts, and foster a positive working environment.
- Strong analytical skills to evaluate training needs, design appropriate programs, and measure outcomes.
- Ability to identify issues and develop effective solutions to improve training processes.

- Strong organisational skills to manage multiple projects and deadlines efficiently.
- Flexibility to adapt to changing needs and priorities in a dynamic work environment.
Experience:
- Experienced in leveraging technology i.e. digital platforms, e-learning tools, or learning management systems for training delivery, tracking, and reporting.
- Experienced People leader with a proven track record of leading teams though change.
- Experienced in identifying, designing and implementing organisation wide continuous improvement initiatives.
- Proven practical experience in the design and implementation of qualifications and certifications that continually reflect business and operational needs within a training and apprenticeship delivery environment.
- Experience in complex multi-disciplinary and matrix-managed environments, with direct and indirect influencing skills.

As a fixed term contractor we can offer you a choice of pension arrangements. If you choose not to take our final salary pension scheme you will be paid an allowance on top of your salary, subject to Tax and National Insurance.
