Overview of project/role 

 

The Geographical Information Systems (GIS) team in Technology and Data are responsible for specification, configuration, and maintenance of GIS infrastructure depended on by multiple client systems. We carry out data processing, GIS service design, software development, and quality assurance, where necessary, to support project and business-as-usual activities. To reduce human error, we automate as many of our activities as possible and utilise Azure DevOps services to manage our code, configuration, and build and release activities.

Due to growth in number of GIS-related projects at TfL, we have ever-increasing demand for GIS expertise within TfL Technology and Data to help in delivery of these projects and to support and maintain the delivered solutions. We therefore seek additional members to join us in the Technology and Data GIS team.

 

 

Key Accountabilities  

 

  • Implement, configure, and maintain GIS infrastructure based on ESRI products, such as ArcGIS Server and ArcGIS Portal.
  • Design, develop, configure, and maintain bespoke backend and frontend GIS software applications for data processing and mapping.
  • Design, develop, configure, and maintain bespoke tools to automate business-as-usual activities for GIS data and services.
  • Carry out regular GIS data and service maintenance activities.
  • Handle incidents affecting GIS-dependent applications and systems.
  • Uphold the principles and standards of Technology and Data to ensure deliveries are of high quality and performance.
  • Provide support for evaluation of new technologies.
  • Provide estimation of effort for own work.

 

 

Skills 

 

Essential

  • Knowledge and experience in installation, configuration, and maintenance of ESRI server-side products covering ArcGIS Data Store, ArcGIS Server, ArcGIS Portal, and ArcGIS Web Adaptor version 11.x
  • Knowledge and experience in use of ESRI ArcGIS Desktop applications covering ArcGIS Pro 3.x
  • Knowledge and experience in software development with Python, using object-oriented and test-driven development techniques
  • Knowledge and experience in software development with relational database management systems such as Oracle Database (using PL/SQL) or Microsoft SQL Server (using T-SQL)
  • Knowledge and experience of automation and continuous integration with tools such as Azure DevOps Pipelines
  • Experience of task automation with PowerShell 5 and above
  • Experience of carrying out ETL processes via Safe Software FME Desktop or FME Form
  • Knowledge and experience in use of Git for version control and continuous integration and delivery
  • Experience of working in agile software development teams utilising Kanban or Scrum
  • Ability to interpret project requirements and challenge these, where necessary
  • Ability to interpret system designs and implement given specifications
  • Ability to produce estimates for own tasks with an appropriate level of accuracy and precision
  • Ability to build working relations with immediate team, members of the wider organisation, and members of partner companies, and influence decisions to maximise benefits to projects and/or products
  • Ability to share knowledge with others regarding technical and non-technical aspects of systems delivery (e.g. by way of presentations and written documentation)
  • Ability to investigate and learn new applicable technologies, as necessary
  • Experience of following best practice concerning utilisation of off-the-shelf text editor tools, IDEs, version control, and coding standards

 

Desirable

  • Use of Microsoft Azure or Amazon Web Services Cloud infrastructure and services
  • Software development with HTML 5, CSS 3, JavaScript 5 and above, ESRI Web AppBuilder Framework or Esri Experience Builder Framework
  • Application of accessibility standards such as WCAG 2.1 and above
