About Us
We are a team of professionals responsible for the routine delivery of Connect Services and for managing how these services interface with users across our organisation.
The Connect radio system is a critical component that enables LUL to operate a full train service. In addition, the Connect transmission services support a wide range of essential operational and business functions, including Long Line CCTV, Public Address systems, telephony, and data transfer.
The Connect network incorporates a variety of technologies, each at different stages of their lifecycle. These assets are currently maintained by our contractor, Hitachi.
In this role, you will work closely with internal stakeholders, including the Connect Asset Manager, as well as with the Connect contractor.
Job Purpose
The job holder is responsible for managing the Connect contractor to ensure that preventive maintenance activities effectively support the required levels of asset availability, reliability, and service quality.
Connect Radio provision is a critical enabler for TFL to operate a full train service, while Connect Transmission services support a wide range of operational and business requirements.
Key Accountabilities
- Access the Connect contractors’ preventive maintenance schedules and methods to ensure they are safe, appropriate, and compliant with relevant standards and regulations. Recommend improvements where required, enforce agreed changes, and monitor delivery of maintenance activities.
- Monitor and manage the contractor’s performance in identifying and addressing adverse trends in asset performance ensuring that required performance levels are achieved
- Provide technical expertise on the operation, maintenance, and demarcation of Connect Radio and Transmission assets to both the contractors and internal customers. This includes supporting the on-site resolution of complex technical issues, faults, and incident investigations to maximise asset contribution to TFL’s operations.
- Make recommendations to the Connect Asset Manager for investment in assets where this would improve performance and/or reduce whole life costs.
- Ensure that the contractor’s spare holdings are sufficient to support their maintenance obligations.
- Review maintenance related documentation for suitability and verify that as-built documentation is accurate.
- Develop and carry out verification activities (e.g. audits, inspections, document reviews, and comparison of documentation with site observations) to confirm the accuracy of contractor’s asset records and the adequacy of spares holdings and maintenance delivery.
- Chair the TFL/Contractor Operations and Maintenance Services Technical Meeting as part of contract governance, ensuring that key technical decisions and actions are recorded, progressed, and escalated where issues remain unsolved.
- Undertake on call duties on a rotating basis to support the delivery of operational services that extends beyond normal working hours
Key Interfaces
- Connect Asset Manager – The Performance Engineer reports to the Asset Manager, supporting the reviews of Maintenance Documents that form part of the Connect Asset Strategy.
- Connect Contractor’s Operations and Maintenance Management Team – liaising with and influencing these post holders to achieve the tasks listed under key accountabilities.
- Connect Operations Team, Connect Users and LUL Engineers – provision of expert advice on asset maintenance and demarcation, and also the resolution of technical issues.
- Connect Delivery Team – ensuring maintainability of project deliverables is achieved.
- TfL Assurance Engineers – referral of Engineering issues for expert advice.
Knowledge
- A thorough technical understanding of Connect assets, including both radio and transmission systems, and their demarcations with non-Connect assets.
- An understanding of non-radio and transmission assets used for Connect such as electrical systems, air conditioning, fire systems, and lighting.
- An in-depth understanding of best practice in maintenance techniques, scheduling, spares management and asset record keeping.
- An understanding of techniques used to verify adequacy of maintenance performance in a contracted environment
- Knowledge of the underground network, and how Connect assets are used operationally.
Skills
- Ability to understand complex technical issues and explain these to technical and non-technical people.
- Ability to influence and gain commitment from contractors to changing practices.
- Excellent communication skills including written and verbal skills.
- Ability to obtain LUL licenses for working along trackside, depots, secure rooms, and machine chambers.
- Ability to review complex technical documents.
- Ability to devise verification activities.
Experience
- Experience in managing the maintenance aspect of a contract either as the maintainer or client.
- Experience in carrying out verification activities relating to maintenance
- Experience in managing the maintenance aspect of a contract either as the maintainer or client.
- Management of a contractor
- Experience in working with radio & transmission equipment.
