Procurement Delivery Manager

Salary: £65,000 (fixed) plus benefits including Final Salary Pension and free Travel on the TfL network

Overview of the role

London Trams is planning the replacement of its tram operational control system including lineside equipment and central control room management systems.  This is a multi-million pounds upgrade of the existing signal and control systems on the tram network in Croydon.  The overall programme of works will take several years to procure and implement. 

London Trams is seeking a procurement professional to support the delivery of the overall tender process to award for the Control Systems Renewal Programme (CSRP) for a fixed period of 20 months.  The early market engagement activities and the overarching procurement strategy stages have already been completed.

The workstreams are:

1. Engaging with key stakeholders in the preparation of the Tender Documentation and in compliance with the new Procurement Act 2023 requirements
2. Advising and overseeing the publication of the suite of procurement documents to the market
3. Overall Management of the procurement processes through the procurement life cycle
4. Reporting and liaising with internal and external stakeholders

The Procurement Delivery Manager will work closely with the Rail & Sponsored Services Procurement team, the TfL engineering team and Capital Project team throughout the commission. 

Skills, Knowledge & Experience

• Knowledge of the UK Procurement Regulations (Utilities /Public Service Regulations) and specifically the changes under the Procurement Act 2023
• Experience of managing procurement processes from inception to award for projects with values in excess of £10m each on behalf of a public authority in the UK
• Knowledge of preparing different forms of contract as part of the tender exercise
• Experience of advising project teams on procurement risks and suitable mitigations.
• Experience in delivering technology and/ or communication systems procurement programmes. (desirable)
• MCIPS (Member of the Chartered Institute of Procurement & Supply) Minimum of Level 4 qualified.
