Overview of role

 

As Divisional Financial Controller you will have specific responsibility for the review, challenge and assure the accounting records comply with company law, IFRS and CIFA accounting standards.

You will provide technical accounting advice, as well as develop the Finance Regulations and the Assurance reporting to test all accounting records are maintained to the highest standards.

You will be accountable for managing the financial accounting and statutory audit process including the preparation of the Places Statutory Accounts for Companies House.

Additionally, you will consolidate all divisional reporting, planning and forecasting outputs, ensuring all reporting is reported to Group, challenged and delivered on-time. 

You will achieve this by collaborating with the business partnering teams and be a key point of contact for requests relating to consolidated reporting, efficiencies and process improvement work, whilst supporting pan-Finance working to positively shape delivery.

You will develop and manage the divisions consolidated financial and performance reporting for the TfL Executive Committee and divisional executive meetings in order to drive effective decision-making, adding value to the business. You will manage a small team of professionals to support the delivery of this.

 

Key Accountabilities  

  • Provide technical accounting advice to the divisional and group accounting teams.
  • Set, monitor, and assure the correct accounting treatments are in place for all transactions by ensuring appropriate Finance Regulations are in place to meet legal, IFRS and CIPFA financial accounting rules. Report findings of assurance testing in the Balance Sheet Review Meeting.
  • Accountable for preparing all necessary packs for the annual audit and manage the delivery of the audit to the pre-agreed audit timetable. Deputise for the Chief Financial Officer and Head of Finance at audit review meetings as directed.
  • Lead the compiling of the division’s consolidated financial and performance reports for the TfL Executive Committee and divisional executive meetings, liaising with central finance, local Heads of Finance and divisional directors to develop reporting requirements and challenging the content of the reports to ensure reports continue to drive decision making and add business value.
  • Preparing consolidated budgeting and forecast output for review and feedback from the Finance leadership and divisional executive meetings and ensuring the feedback is acted on by Senior Finance Business Partners.
  • Lead on projects and improvement initiatives both within the Finance Business partnering area and initiatives led by central finance functions.
  • Manage a team of Finance Professionals to support in the delivery of consolidated financial outputs and subject matter expertise across the division.

  • Previous exposure at a senior level to systems and controls, performance management and change management
  • Knowledge and understanding of how Finance departments operate effectively in large complex organisations
  • Knowledge and understanding of the principles and process for financial operations, financial accounting and reporting, financial management, control, assurance and audit requirements. (Essential)

Experience

  • Qualified ACA or ACCA accountant or equivalent qualification (Essential)
  • Expert at advising senior management teams on strategic, financial and technical accounting matters (Essential)
  • Knowledge of accounting standards, financial compliance and assurance and reporting requirements, and best practice audit management and planning
  • Expert in preparing statutory accounts
  • Experience of working to a strategic level in a large multi-service organisation
  • Experience in a property-based organisation or auditing complex property businesses (preferred)
