Salary £56 to £75k dependant on experience
Location – Victoria / Remote (Hybrid) – Must be able to travel to various sites in and around

Overview of project/role
PLACES Asset Mangement Delivery (AMD) are responsible for the delivery of CAPEX development works on TfLs property portfolio (circa 2000 assets). This ranges from wholesale multi-million pound developments, to minor fit-outs, utilities provision and removal of non-compliances. You will manage both internal and external teams covering inception and early stage surveys, design, construction and handover
Key Accountabilities
- Work with the Sponsor (asset manager) to develop plans for the delivery of multiple projects
- Plan and manage the effective delivery of the works with responsibility from inception to completion. This includes handover and project close out, coordinating with the operating businesses (should there be any operational implications) in accordance with all company procedures and relevant legislation, ensuring delivery of all TfL / Places intended business benefits.
- Coordination of assigned work/project(s) with internal and external stakeholders.
- Undertake contract administration tasks in relation to external contractors to ensure adherence to specifications and contract conditions and compliance with Asset Management guidelines and policies and all relevant safety requirement and regulations. This will include both pre- and post-contract duties.
- Comply with current procedures in place in respect of Health & Safety requirements.
- To be responsible for the financial / cost management of their area, ensuring that works are completed within allocated budget and cost performance measures / indices are reported and adhered to.
- Within agreed authority levels, negotiate, procure and authorise all contracts and variations and approve and authorise all payment to meet value for money criteria.
- To provide progress, commercial and schedule milestone performance updates each period for business reporting.
- Potential line management responsibilities in the future.
Skills, Knowledge & Experience
Knowledge
- Trained in a construction or civils associated discipline and/or a seasoned, professional manager with significant relevant proven experience in a project environment (Essential)
- Working knowledge of Building Regs. (Essential)
- Working knowledge of T&C Planning processes (Desirable )
- Sufficiently broad of knowledge in a multitude of building related disciplines to be able to challenge designers, engineers and contractors (Essential)
- Good working knowledge of CDM 2015, Risk Assessments, and approval of contractor’s Method Statements. (Essential)
- Knowledge and understanding of contractual issues in a project environment. (Essential)
- Knowledge and understanding of legal aspects, financial control and procurement processes and techniques. (Desirable )
- Knowledge and understanding of planning and project management tools and techniques.(Pathway, GRIP, PRiNCE 2 or equivalent) (Essential)
Skills
- Excellent communication skills, both orally and in writing, with the ability to effectively interact with people at all levels across the organisation and externally. This includes the ability to explain complex technical issues to a non-technical audience. (Essential)
- A proven ability to problem-solve and to promote and communicate ideas and innovation at all levels including the most senior. (Essential)
- Ability to review design proposals in a methodical manner, ensuring compliance and approve in conjunction with appropriate subject matter experts. (Essential)
Experience
- Experience of personal responsibility for managing multi-discipline work/project(s) which included works within large, complex, safety focussed and regulated organisation(s), where there are multiple interfaces, and delivering to time budget and quality. (Essential)
- Demonstrable skills and experience of contract administration encompassed within the range of projects described including dealing with contractors from initial enquiry to settlement of final account. (Desirable )
- Experience of managing work/project(s) in compliance with CDM 2015 and other relevant statutory obligations. (Essential)
- History of working on or around transport infrastructure (ideally London Underground but also other TfL modes, Network Rail, airports etc.) or similar complex environments such as shopping centres. (Desirable )
