We are looking for a highly skilled Senior Property Development Manager to join Places for London, leading the delivery of major commercial office-led property development projects across central London. This role is integral to our ambitious development programme, including our flagship Platinum joint venture with Helical, which involves equity investments of more than £200m to create assets valued at over £1bn.
As a senior leader, you will manage a portfolio of projects through the full property lifecycle, operating in a lean client capacity to ensure strategic alignment, financial control, and best-in-class delivery. You will work closely with multidisciplinary teams and key stakeholders to deliver innovative, sustainable developments that generate significant receipts and operational benefits for TfL.

Key Accountabilities
- Project Leadership Support the Head of Property Development and take leadership responsibility for delivering a defined set of projects within Places for London’s Property Development Programme. Assemble, manage, and motivate high-performing multidisciplinary teams to achieve project objectives.
- Strategy Development Contribute to the preparation of property development strategies and associated policies to identify, exploit, and optimise beneficial outcomes from development opportunities on TfL’s estate.
- Internal Stakeholder Management Manage complex interfaces and relationships within TfL to ensure alignment and drive the development programme forward.
- External Engagement Engage effectively with public and private sector stakeholders to minimise risks and optimise returns for TfL.
- Commercial Negotiations Lead negotiations with external counterparties, leveraging expertise in financial structures associated with property development to deliver added value.
- Opportunity Creation Identify and champion new property development opportunities, contributing to property development strategy reviews.
- Board-Level Reporting Produce well-structured and reasoned board papers to support development proposals and decision-making.
- Team Management Take line management responsibility for supervising, motivating, and developing staff allocated to this role.
Skills, Knowledge & Experience
Skills
- Demonstrate excellence in team working, as much of the property development programme work will be undertaken by external partners and consultants , and ability to work on own initiative under pressure. (Essential)
- Leadership and management skills necessary to supervise motivate and develop staff assigned to this role. (Essential)
- Financial and project management skills to manage substantial project budgets and milestones, and oversee sensitivity testing, risk management etc. (Essential)
- Good communication skills (both oral and written) and the ability to write reports and business cases up to board level. (Essential)
- Ability to build and maintain a wide network of internal and external relationships, and act as ambassador for TfL and Places for London where appropriate.
- Strong IT skills encompassing both standard business desktop packages and property specific packages such as ‘Circle’.
Knowledge
- MRICS professional qualification or equivalent.
- An understanding of core property development concepts, inter alia; planning, property law, construction and engineering principles, project management, leasing, property transactions, etc. (Essential)
- Good working knowledge of core property valuation and development appraisal techniques and able to undertake robustness evaluations, financial modelling and risk evaluation studies. (Essential)
- Good background in legal knowledge to instruct solicitors in relation to sales, structuring joint ventures, development agreements, acquisitions, and the like. (Essential)
Experience
Demonstrable experience of:
- Lead management of all key stages of complicated property development projects - typically large-scale, high value (Essential)
- Rail-infrastructure - dealing with rail constraints or delivering transport operational benefits. (Essential)
- London office market knowledge and experience (Essential)
- Dealing with all but the most complicated property development matters without day-to-day supervision.
- Handling a varied workload comprising at any one-time cases requiring a significant range of professional knowledge and judgement.
