Hybrid working within this role enables a balance of 50 per cent of time split between the office and home over a 4-week period. Hybrid working arrangements can evolve subject to business requirements.
What you’ll be doing
- A Senior Property Surveyor is responsible in the continued growth of the business and day-to-day running of the department.
- Driving income performance by managing rent collection, arrears recovery and payment plans.
- Controlling and managing a designated segment of the Places for London portfolio with interface with our customer tenants.
- Overseeing property maintenance and compliance.
- Be responsible for the financial output of a team from budget planning to reporting to measurement against milestones, constantly reviewing to ensure best value is driven from the portfolio, in terms of income and expenditure.
- Working with the Finance Business Partner /external provider ensure timely rents collection including managing billings, collection, cash allocation and credit control procedures. Achieving KPI set by the Business
- Agreeing payment plans or instigating litigation in respect of the collection of tenants’ rents arrears incl CRAR
- Preparation, management and administration of service charges and other recoverable expenditure ie utilities, including setting budgets, periodic reporting of OpEx matters - budget vs actual expenditure and instructing and assisting with year-end reconciliations.
- Overseeing the provision and quality of common services to properties and tenants incl PPM. Where necessary applying for funding to undertake repairs and improvements to the public realm/service areas
- Ensuring that assets are kept in good maintenance and repair and prepare planned property maintenance (“PPM”) programme and budgets, arrange budgeted repairs, obtaining quotes, and managing third party FM providers and contractors.
- To be responsible for management of all asset data ensuring that this is maintained accurately and in real time. This includes property measurement
- Updating property records on Horizon and other Places systems such as iAuditor.
- To arrange to be prepared, dilapidations or interim dilapidations schedules; subsequent negotiation, agreement & settlement with the tenant and Asset Manager
- Working collaboratively with the Places' FM provider, internal H&S and compliance departments, ensuring all properties are statutory compliant and all landlord’s lease obligations are undertaken satisfactorily
- To put in place measures to mitigate void unit costs including business rates
- Ensure the placing and renewal of insurance policies are in place for the properties. Manage and administer claims in respect of damage to the property and ensure the reinstatement/repair works are undertaken proactively. Provide information to the insurers [and brokers] as required and to ensure all insurers risk management advise is implemented
- In collaboration with the Asset Manager proactively administer tenant’s applications for landlord’s consent to assign, sublet, alter or amend the lease terms and all wayleave applications. This includes securing Headlease consent where required from TfL
- Ensure tenants comply with lease obligations and ensure all breaches are remedied, including instructing and working with TfL’s legal team and/or external legal teams
- Assisting the AM in lease renewals and rent reviews if required.
- To liaise with all tenants and provide qualitative feedback to Places customer team about the tenant’s occupation, experiences, and space requirements.
- In conjunction with the Asset Manager, to liaise with letting agents, legal teams and other consultants
Knowledge
- Educated to Degree level and experienced MRICS or FRICS professional with minimum of 2 years post qualification experience (essential)
- Good all round knowledge of the law and practice in relation to property management and ability to adapt this to both a complex transport environment and public sector constraints.
- Understanding of service charge process, rent collection, arrears management lease compliance and statutory obligations. (essential)
- Demonstrable knowledge of property accounts, including financial planning and management accounts with ability to plan and set budgets across team wide portfolio of properties including complex cases, keep forecasts up to date to ensure budget delivery. (essential)
- Able to hold their own opinion with legal professionals engaged on projects and demonstrate reasoned solutions
Skills
- Strong organisational and prioritisation skills, with the ability to manage a high-volume portfolio. (essential)
- Confident negotiation skills in relation to arrears recovery, dilapidations, landlord consent and lease compliance matters. (essential)
- High level of problem solving skills with ability to apply commercial and strategic awareness to problem solving.
- Communicates excellently at all levels, with colleagues, clients and third party tenants and an ability to deal firmly but sensitively with difficult situations, representing TfL values. (essential)
- Ability to share knowledge and learning, through good presentations and written skills. - Demonstrate the ability to recognise key business risks, on both direct casework and devise strategy to resolve issues
Experience
- Substantial relevant experience of general practice surveying including lease renewals, rent reviews, tenant vacations, dilapidations, credit control, valuation and litigation.
- Demonstrate proven ability to deal with managing standards of building facilities
- Proven track record in delivering all key activities to deadlines and budget.
- Demonstrate significant experience in organizing and prioritizing large volumes of case work. Good knowledge of property markets and experience of customer requirements
- Experience of applying property law and managing litigation including instructing lawyers and attending meetings with counsel.
- Experience in driving financial output from budget planning to reporting to measurement against milestones, constantly reviewing to ensure best value is driven from a mixed-use portfolio, in terms of income and expenditure. (essential)
